The National Association for the Advancement of Returning Citizens' NAARC Works: Pathways to Opportunity Program helps reduce recidivism and support successful community reintegration in Maryland through trauma-informed case management, workforce readiness, and pathways to apprenticeship. The program addresses regional reentry service gaps by equipping returning citizens with skills training, referrals, and employment support. Program funds support personnel, training, contractual support, and partnerships with employers to create structured career pathways in high-demand sectors.
Job Description
The Community Assisted Reentry Program (CARP) is a NAARC program that works with individual men and women who are released from correctional institutions. The program is designed to assist formerly incarcerated individuals with transportation and case management for a successful transition back to their community after release. The Vocational Coordinator serves as the primary point of contact for coordinating vocational plans for assigned clients. The Vocational Coordinator handles a caseload of individuals in need of vocational training and provides career counseling services.
Working Conditions:
- Part-time position; schedule may vary depending on client needs and availability
- A combination of office work, community outreach, and field visits.
- Occasional evening or weekend hours may be required.
- Travel in your own vehicle is required
- Needed a flexible schedule, including some weekends, weekday evenings, and especially daytime hours.
Key Responsibilities:
- Assess client interests, skills, and vocational goals through interviews, assessments, and observations.
- Develop individualized vocational plans and regularly monitor progress.
- Provide career counseling, job readiness training, and support with resume writing, interview preparation, and job applications.
- Establish and maintain relationships with local employers, vocational training programs, and community organizations.
- Coordinate job placements, internships, and volunteer opportunities.
- Advocate for client needs and workplace accommodations when appropriate.
- Track and document client progress, services provided, and employment outcomes.
- Collaborate with interdisciplinary teams, including case managers, educators, and support staff.
- Stay informed of local job market trends and vocational training opportunities.
- Maintain confidentiality and adhere to all organizational and legal standards.
Qualifications:
- Associate or bachelor’s degree, Human Services, Social Work, Education, and/or related field (required).
- Minimum of 1-2 years of experience in vocational counseling, employment services, or workforce development.
- Knowledge of vocational assessment tools and career planning strategies.
- Strong communication, interpersonal, and organizational skills.
- Ability to work independently and manage a flexible, part-time schedule.
- Familiarity with local labor market and community resources.
- Proficiency in Microsoft Office and case management software (preferred).
- Valid driver's license and reliable transportation .
- Bilingual (English and Spanish)
- Returning citizens and/or family members of an incarcerated or formerly incarcerated individual are preferred
- Extensive experience working with government social services agencies
- Compassionate and extremely client-centered
- Excellent communication skills
- Experience working in fast-paced environments
- Self-motivated
- Problem solving and decision-making
- 2 years of experience
