The primary purpose is to administer federally mandated Income Maintenance Programs to applicants/recipients who meet eligibility criteria. The Unit is responsible for all functions related to eligibility to include intake, processing, recertifications, reports and analysis, training, and program integrity.


The primary purpose of this position is to function as Staff Trainer for Economic Benefits Programs.  NC Fast is used in some capacity by all Social Services programs.  Some working knowledge of each program is necessary to properly connect the program policy to the computer management system. Training must always incorporate state and federal requirements to ensure program compliance. Employee in this position will need to collaborate with the Management Team and State Program Consultants to incorporate ongoing policy changes in training. 

Individual in this position will need skills and abilities to independently read, comprehend, design and deliver computer based and/or classroom training togroups as well as on an individual basis to enhance employees' awareness, sensitivity and effectiveness in needed areas including accuracy and timeliness in processing. This individual requires skills to coordinate, schedule, conduct and evaluate trainings of seasoned and newly hired staff. 

This position interacts with employees to precisely identify the tasks, responsibilities, knowledge, skills and conditions necessary for the job to be performed. Individual in this position provides instruction to staff, answers staff questions to help develop worker competency and confidence through direction and encouragement to establish worker independence and increase staff retention.

This position is from 8:00 A.M. to 5:00 P.M., Monday through Friday.

Other responsibilities for this position are as follows:


Troubleshoot problem cases prior to submission to the state help desk. Works with program supervisors to assess the needs of vacant caseloads and maintain program compliance. Also assists with accessing, distributing and analyzing reports and making recommendations based on findings, as well as completing 2nd party reviews to monitor patterns that may need further training and improvement. (20%)

Employee in this position reports directly to the Income Maintenance Program Administrator. Performs any other duties as assigned by the Income Maintenance Program Administrator's leadership, to include disaster shelter duty.

  1. Employee plans work and performs with considerable independence within guidelines and policies of the department. General oral or written instructions are received from the supervisor or areas of responsibility.


  1. Objectives and work plans are discussed with the supervisor on a regular basis. Supervisor occasionally monitors training functions. At the end of a course, the training participants evaluate teaching and course content.
  2. Work and decisions made affect groups and/or individuals involved in career development, skills, or administrative and supervisory training. A bad decision or error in judgement may curtail a phase of training or result in erroneous, irrelevant, or ineffective training to individuals, and cost of time and money to the agency.

  1. Must be energetic, enthusiastic and people-oriented.
  2. Machines, Tools Used:

Telephone, Fax, computer, copier, scanner, TV monitor, calculator or adding machine, motor vehicle for work transportation. Precision Exactness and/or Accuracy Required.

Exactness and accuracy are required at all times in disseminating policy and other training. Individual must be observant of training participants to detect any problems with the training, environment, and/or resources. Must be detail oriented. Feedback from employees must be carefully evaluated and understood to maintain continuous improvement in training delivery and resources.


Considerable knowledge of training theory, principles and techniques of training within specified Economic Benefits program(s). Ability to interpret, apply and communicate a variety of policies, procedures and regulations. Ability to exercise sound judgment in assessing training needs, development of objectives, recommending training goals and evaluation of student learning. Ability to develop course outlines and lesson plans. Ability to organize and coordinate training activities, to evaluate staff learning and to maintain accurate records. Ability to communicate effectively, both orally and in written form. Ability to work effectively with others and use sound judgement in applying policies, procedures and training principles. Ability to adapt and communicate information to a wide range of audiences and situations. 
  1. Minimum Education and Experience - Graduation from a four-year college or university and two years of experience in a human service program, counseling, or training, in the subject matter specified; or graduation from high school and five years of progressively responsible experience directly related to training in the subject or specialty area; or an equivalent combination of education and experience.
  2. Must have experience in multiple Economic Benefits programs and NCFAST and have the demonstrated ability to read manuals, complete web-based and classroom training and effectively instruct others in groups or individual settings.

Salary : $51,111 - $82,308
