NASA Federal Credit Union is seeking a Financial Crimes Manager. The Financial Crimes Manager provides strategic direction and operational oversight for the Credit Union’s financial crime investigation functions. This role is responsible for leading investigative operations, strengthening case management practices, mitigating losses, supporting regulatory compliance, and safeguarding the Credit Union’s assets. The position will focus on building internal and external business relationships to strengthen the team’s ability to conduct thorough and effective investigations. The Financial Crimes Manager leads a team of investigators who partner with internal teams such as Branch Operations, Consumer and Mortgage Lending, and Fraud Prevention, as well as external vendors such as AutoPay, Lentegrity, and NCU-IASO, to identify suspicious activity, resolve escalations, enhance operational performance, and ensure an effective response in a fast-paced, high-volume environment.

This position will require you to reside within commutable distance to our Corporate Office located in Upper Marlboro, Maryland.

Essential Duties and Responsibilities: Include the following with other duties as assigned.

  • Remains cognizant of and adheres to Credit Union policies and procedures, and regulations pertaining to the Bank Secrecy Act.
  • Leads day-to-day fraud and financial crime operations, including investigations, case management, alert review, and escalations.
  • Develops and implements anti-financial crime frameworks, policies, and procedures to prevent money laundering, fraud, bribery, and corruption within the organization.
  • Ensures compliance with relevant laws, regulations, and industry standards for Fraud Crimes Investigations.
  • Develops, implements, and continuously improves financial crime prevention strategies.
  • Creates relevant policies, procedures, workflows, reports, and integrations with other business units as necessary.
  • Manages complex investigations involving fraud, identity theft, account takeover, suspicious transactions, elder exploitation, and other high-risk activity.
  • Reviews cases and referrals to ensure timely, accurate, and well-documented decisions.
  • Prepares and submits Suspicious Activity Reports (SARs) and other regulatory filings in a timely manner.
  • Partners with branch teams, payment services, lending, compliance, contact center, information security, and other business units to investigate incidents and resolve issues.
  • Tracks trends, losses, case volumes, and workflow performance to identify issues and improve response times.
  • Recommends and implements process improvements, workflow enhancements, and system changes that improve efficiency and member protection.
  • Prepares case summaries, management reporting, and documentation to support investigations and business needs.
  • Coordinates with external partners, vendors, and law enforcement, when needed, to support investigations, prosecution, and recovery efforts.
  • Serves as primary liaison with federal, state, and local law enforcement, including the FBI, Secret Service, and local police.
  • Supports audits, internal reviews, and business requests related to financial crime operations.
  • Provides actionable intelligence to leadership and recommends controls to reduce losses.
  • Coaches and supports analysts and investigators by helping prioritize work, resolve escalations, and promote consistent case handling.
  • Ensures timely case resolution and alignment with SLAs and regulatory expectations.
  • Develops training and job aids that improve investigative quality, operational consistency, and fraud awareness.
  • Collaborates with internal teams such as Risk Management and product teams to identify and mitigate financial crime risks.
  • Ensures business continuity plans and processes for area(s) of responsibility are maintained and tested regularly.
  • Stays current on fraud trends by using or participating in roundtables, networking with other financial institutions and subject matter experts, continued education, investigative tools, and industry conferences.
  • Performs other duties as assigned.

Education And Experience

  • College degree preferred.
  • 15 years of law enforcement or investigative experience, preferably in financial crimes, economic crimes, or cybercrime.
  • Experience leading investigations, managing case workflows, and working across departments to resolve complex issues.
  • Knowledge of BSA/AML and SAR reporting requirements.
  • Proven leadership experience managing investigative teams.
  • CAMS, CFE, CFCS, or similar certification preferred.
  • Exposure to cyber fraud, digital payments fraud, including Zelle, ACH, and wire fraud, and identity theft preferred.

Technical And Professional Skills

  • Strong knowledge of fraud investigations, suspicious activity detection, and case documentation practices.
  • Experience with case management tools, transaction monitoring systems, core banking data, card and payment systems, and Microsoft Office applications.
  • Ability to manage competing priorities, make sound decisions, and maintain accuracy in a fast-paced environment.
  • Ability to handle sensitive information with professionalism, discretion, and integrity.
  • Strong collaboration skills and the ability to work effectively across multiple departments.
