This position is located in the Fitness, Sports & Aquatics Division, Morale, Welfare and Recreation Department, Naval Air Station Jacksonville, FL. The purpose of this position is to be responsible for the supervision, coordination, and economical operation of two pools (indoor and outdoor) as well as to ensure that all aquatics programs and activities operate efficiently and safely according to regulations and standard operating procedures.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Knowledge gained through the successful completion of a baccalaureate program with a major study appropriate to the field of aquatics recreation OR at least three years of experience that shows a demonstrated knowledge of the techniques, principles, and methods utilized in the operation of aquatics operation. Incumbent must have had at least three years of experience at the Lead Lifeguard or Lifeguard Captain Level.
  • Incumbent must have possession of one or more of the following certifications.
  • American Red Cross or YMCA lifeguard training or equivalent, YMCA Aquatic Facility Manager or National Pool/Spa Operator Certificate, American Red Cross Instructor-Trainer in lifeguarding or American Red Cross Water Safety Instructor-Trainer or equivalent.
  • Incumbent must possess American Red Cross instructor certification to teach CPR (infant, child, and adult), First Aid, and Automated External Defibrillator (AED).
  • Incumbent must demonstrate an ability to speak effectively about the program and to motivate interested groups of active-duty personnel and their dependents in related aquatics programs.
  • Must possess and maintain American Red Cross instructor certification to teach CPR (infant, child, and adult), AED and first aid. If not currently held, incumbent must obtain National Pool/Spa operator certification for the State of Florida within one year from date of hire*.
  • Incumbent is responsible for multiple facilities in different locations and must possess and maintain a valid state driver's license.

Responsibilities:

General (Duties include but are not limited to):
  • Employee oversees the operation of all pools, pool facilities, and all associated aquatics programs including swimming lessons, parties, special events, swim team, swim meets, PRT, and all related activities. Reviews patron usage and assesses program needs. Researches and recommends additions and/or changes to current programming providing data to substantiate. Ensures all aquatics programs are suited to site patronage and within facility limitations while meeting all time and financial constraints. Responsible for running a well-rounded and comprehensive aquatics program for Active-Duty personnel, military families, retired military, and all other authorized patrons of Naval Air Station JAX.
  • Employee oversees the maintenance of all pools, pool facilities, and equipment in support of the aquatics program. Keeps accurate maintenance records and ensures proper water chemistry is maintained at all times by consistently monitoring. Maintains internal controls over all aquatic's facilities, equipment, vehicles, supplies, and fees.
  • Administers all safety programs related to aquatic operation and maintains a safe and healthy environment for all patrons and aquatics personnel.
  • Assists in the preparation and administration of the annual aquatics budget. Prepares all necessary paperwork and documentation used in the purchase of supplies and equipment in support of the aquatic's operation.
  • Supervision shall include but not limited to the following duties:
  • Incumbent oversees the day-to-day operation of the two pools and area programs and staff, both on a seasonal and year-round capacity. Ensures that all lifeguards and Water Safety Instructors (WSI) maintain up-to-date required training certifications as required by their position and can execute emergency action plans for their area of responsibility.
  • Administers have written practical water safety tests to ensure the qualifications of lifeguards and instructors assigned to the swimming pools. Staff during the summer aquatics season, are approximately 25-30 lifeguards, water safety instructors, and pool concession workers and 3-8 lifeguards and water safety instructors during nonsummer season.
  • Supervisory responsibilities involve recruitment, interviewing, selection, orientation, training and evaluating performance. Incumbent counsels, issues basic disciplinary actions, recommends awards and approves leave.
  • Responsible for the operation of the swimming lesson program to include planning and implementation, ensuring compliance with American Red Cross standards, maintaining records and reporting data to the Red Cross.
  • Monitors the handling of funds in the retail operation and ensures that the DAR's are properly submitted. Audits change funds, ring out registers at the end of a pool concession aide's shift.
  • Incumbent may have to perform lifeguarding duties.
  • Incumbent conducts Red Cross CPR, AED, and first aid training for all MWR Fitness, Sports and Aquatics Division staff as required.
  • Incumbent may be tasked as serving as the Manager On-Duty (MOD) for the Fitness Center operation including supervision of recreation aides, fitness trainers, and custodial staff. During MOD shifts, incumbent will be responsible for all front-of-the house operations of the fitness center including, but not limited to, assigning staff work areas and responsibilities, monitoring staff, handling patron issues, and all necessary paperwork regarding the Point-of-Sale cash registers.
  • Incumbent may assist in other Fitness, Sports and Aquatics Division events as well as MWR events as assigned.
  • Performs other duties as assigned.
