Overview

Nakupuna Solutions seeks a Program Analyst to support the Bureau of Global Health Security and Diplomacy (GHSD) and the GHSD Foreign Assistance Hub. The position will strengthen activity design, grantmaking, and operational processes across GHSD offices and U.S. embassies. The Program Analyst will provide project management, process improvement, change management, data analysis, and operational support to accelerate implementation of the America First Global Health Strategy.

The Program Analyst will collaborate with teams operating across multiple countries to identify bottlenecks, standardize processes, improve visibility into workstream performance, and develop practical tools that support timely decision-making. The position will use project management methods, data visualization, and automation technologies to improve activity design and grantmaking processes; facilitate engagement among Embassies and GHSD offices; and build staff capacity to implement new standard operating procedures, tools, and workflows.

Responsibilities

The Program Analyst will provide operational and analytical support to strengthen activity design, grantmaking, project management, and change management across the GHSD Foreign Assistance Hub. The position will coordinate multiple workstreams, develop and implement process improvements, apply data and automation tools, and support Embassies and GHSD offices in adopting efficient and repeatable practices.

    Provide operational support to GHSD offices and U.S. embassies to accelerate activity design, grantmaking, and program implementation
  • Facilitate and document consultations with Embassies and GHSD offices to strengthen activity design, grantmaking, and change management efforts
  • Assess existing workflows, identify bottlenecks and inefficiencies, and implement process improvements across activity design, grantmaking, and project management
  • Develop and maintain standard operating procedures, process maps, templates, guidance, and related documentation for GHSD Foreign Assistance Hub processes
  • Use project management tools and trackers to manage milestones, dependencies, risks, deadlines, and progress across multiple workstreams
  • Establish, monitor, and report on key performance indicators for activity design and grantmaking timelines, workstream progress, and operational outcomes
  • Design and implement process automation solutions, including Power Automate workflows, chatbots, agents, or comparable technologies, to improve efficiency and consistency
  • Analyze and visualize operational and program data using tools such as Excel, Power BI, or Tableau to support leadership decision-making
  • Support budget and financial tracking associated with activities, grantmaking processes, and Foreign Assistance Hub workstreams
  • Prepare approval documents, briefings, reports, and other written materials to support decision-making and implementation
  • Develop and deliver training, job aids, and capacity-building support for Embassy and Office staff on new tools, standard operating procedures, and processes
  • Document lessons learned and recommend adjustments following major activity design, grantmaking, or process improvement cycles

Deliverables:

  • Standard operating procedures and related process documentation for activity design and grantmaking
  • Process improvement project plans designed to accelerate activity design and grantmaking timelines
  • Project management tools and trackers to monitor progress across GHSD Foreign Assistance Hub workstreams
  • Process automation tools, including chatbots, agents, Power Automate solutions, or comparable technologies, to improve efficiency
  • Facilitation guides and supporting materials for engagements with Embassies and GHSD offices
  • Draft approval documents, briefings, and related written materials supporting GHSD Foreign Assistance Hub processes
  • After-action reports and lessons-learned summaries following major activity design or grantmaking cycles
  • Training materials and job aids for Embassy and Office staff on new standard operating procedures, tools, and processes
  • Dashboards and key performance indicator trackers that visualize workstream progress, timelines, and bottlenecks for leadership
  • Quarterly progress reports summarizing process improvements, automation efforts, implementation outcomes, challenges, and recommendations
Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in a complex, fast-paced, and evolving environment. Strong project management, analytical, organizational, facilitation, and communication skills, with the ability to coordinate multiple stakeholders and translate operational challenges into practical solutions.

  • Experience supporting activity design and operations for teams working across multiple countries
  • Knowledge of federal assistance and federal acquisition regulations, policies, and compliance requirements
  • Strong organizational and project management skills, including the ability to manage multiple workstreams, priorities, and deadlines
  • Demonstrated ability to coordinate effectively across multiple teams, offices, Embassies, and stakeholder groups
  • Excellent written and verbal communication, facilitation, and report-writing skills
  • Strong process improvement and change management skills, including experience developing standard operating procedures and implementing new workflows
  • Ability to automate and streamline processes using technologies such as Power Automate, chatbots, agents, or similar tools
  • Proficiency in data analysis and visualization using tools such as Microsoft Excel, Power BI, or Tableau
  • Experience tracking budgets, financial data, project milestones, and operational performance
  • Ability to develop training materials and provide capacity-building support for users adopting new tools and processes
  • Proficiency in Microsoft Office 365 applications, including experience using SharePoint and collaborative project management platforms

Education and Experience:

  • Bachelor's degree or higher in Public Administration, Business, Public Health, or a related field
  • Minimum 5 years of progressively responsible experience in project management, activity design, process improvement, and operations support
  • Demonstrated experience supporting federal assistance, grantmaking, acquisition, or international program operations in a multi-office or multi-country environment

Work Schedule: Position is full-time, 40 hours per week (Monday-Friday)

Travel: Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (25% international travel).

Clearance Requirements: Must possess a Secret-level security clearance. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $120,000.00 to $141,000.00. The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
