Nakupuna Consulting is seeking an Emergency Management Specialist to be responsible for ensuring the compliance of NAVSEA 04’s emergency management, Continuity of Operations Planning (COOP), and physical security programs. This individual will serve as the point of contact for all emergency management, COOP, and physical security related issues in supporting the Nakupuna Program Manager and the NAVSEA 04 Front Office team.

- Provide subject matter expertise to support SEA 04 Continuity of Operations Planning (COOP) and Emergency Management planning. The Contractor shall have the capability, experience and knowledge of DOD, Navy, NAVSEA and SEA 04 COOP and Emergency Management policies and plans.
- Assist SEA 04 in COOP working group meetings, emergency event planning meetings and exercises at the Washington Navy Yard (WNY) as well as travel to off-site locations.
- Assist in the research, writing and drafting of COOP and Emergency Management guidance and policy documents.
- Coordinate meetings and emergency management with off-site Alternative Operating Facilities (AOF) for use in the event that COOP is invoked by NAVSEA Command Leadership.
- Develop and provide COOP and other Emergency Management briefings as needed to
- new COOP members.
- Be knowledgeable of both NAVSEA and SEA 04 COOP and Emergency Management
- Attend and participate in Emergency Management, COOP, and NAVSEA Security Meetings.
- Assist in the development and writing of emergency plans, policies, and procedures for the SEA 04 community (i.e. emergency evacuation plans) and function as the Emergency Procedures Point of Contact (POC) for SEA 04.
- Maintain a current list of SEA 04 Emergency Staff Designees and Response Team members.
- Administers, coordinates, and evaluates physical security programs that support the strategy, policies, and standards established for the physical safety of all visitors, employees, or customers to NAVSEA 04's facilities and the security of property and assets.
- Compiles data and analyzes results of audits, inspections, daily logs, and incident reports to assess physical security vulnerabilities, measure program effectiveness, and identify the need for additional resources.
- Maintain current knowledge of Defense Counterintelligence and Security Agency (DCSA) industrial security guidance, instructions, and policies.
Education and Experience The following are desirable levels of experience
- Bachelor’s degree in any technical or managerial discipline is preferred.
- A minimum of five (5) years of professional experience in a related security field.

Salary : $100,000 - $120,000
