The Youth Outdoor Engagement Commission was established in 2015 by Session Law 2015-144 under G.S. 143B-344.60. Under G.S. 143B-344.60 the Commission shall advise State agencies and the General Assembly on the promotion of outdoor recreational activities, including, but not limited to, hiking, horseback riding, boating, sport shooting and archery, bird watching and wildlife watching, camping, swimming, hunting, trapping, and fishing to preserve North Carolina's outdoor heritage for future generations and use grants and programming to promote the outdoor recreational activities.

Description of Work:
The North Carolina Youth Outdoor Engagement Commission (YOEC) is accepting applications for a YOEC Finance Manager (Administrative Officer).
The North Carolina Youth Outdoor Engagement Commission (YOEC) is a state agency that operates with funding from the NC General Assembly and donors. The YOEC mission is to encourage and strengthen young North Carolinians' connection to nature by providing opportunities to engage with the outdoors. We envision North Carolinians engaging with the state's diverse natural resources and developing a lasting appreciation for the outdoors.
The Finance Manager oversees all accounting, grants, purchasing, and fundraising activities, while managing the daily tasks and projects of the Finance and Grant Administration Team.
Responsibilities:
· Manages all accounting, grants, purchasing, and fundraising activities related to the trust fund, including the supervision of related staff.
· Conducts extensive prospect research and identifies potential individual, government, corporate, and foundation fund sources to support agency grants and programs.
· Leads day-to-day fundraising activities and major gift solicitation; focuses on developing and strengthening donor relations and increasing major gift prospects.
· Oversees grants and proposals; plans, develops, evaluates, and implements grant guidelines and processes. Maintains and updates financial records, initiates funds transfers, monitors grant reporting and awardee/legislator communications.
· Supervises and guides Grants Coordinator in daily tasks, administration of grants, decision-making processes, and software management.
· Monitors grant performance and compliance; compiles, analyzes, and reports on data relating to program outcomes.
· Partners with the WRC Finance Team to request checks and electronic transfers, and to ensure all expenditures are paid and recorded as well as monitor any receipts of funds.
· Collaborates with leadership staff to research, draft, and submit agency reports and recommendations to the board, North Carolina General Assembly, and other stakeholders.
· Attends community engagement events across the state and represents the agency at conferences, festivals, events, public meetings, and civic meetings, and one-on-one meetings with community and state leaders.
· Works with the leadership team to identify fundraising opportunities and expand the agency’s impacts across the state.
· Assists with any other tasks and projects as needed.
· Reports to the Deputy Director.
This is a Full-Time Exempt position. The schedule associated with this position is Monday-Friday (8:00am – 5:00pm), which is 40 hours per week. This position requires occasional weekend, evening, and overnight shifts. This position requires regular travel across the state to attend meetings, events and conferences. This position is based at the YOEC-Raleigh office, located in the NC Wildlife Resources Commission Building (1751 Varsity Drive, Raleigh, NC 27606).

Minimum Education and Experience:

Bachelor's degree from an appropriately accredited institution and two (2) years of grant or program administration experience, including one (1) year of managerial experience in the public or private sectors involving decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s);
OR
an equivalent combination of education and experience.
