Job Overview:
Client is seeking an experienced Advanced Business Analyst to work as part of a full-lifecycle Agile/Hybrid development team.
The Business Analyst will work directly with subject matter experts (SMEs), business offices, technical teams, and other stakeholders to understand business and operational needs and translate them into clear, actionable business and technical requirements.
The position will also support application modernization, remediation, migration planning, requirements analysis, testing readiness, process improvement, solution analysis, and documentation activities.
Minimum Qualifications:
- Minimum 5 years of experience in business process analysis and requirements documentation, including independently facilitating discussions with executives and subject matter experts.
- Experience with business process mapping and modeling, including proficiency with Microsoft Visio.
- Proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
- Experience with data migration practices.
- Experience with testing and quality assurance techniques/tools.
- Knowledge of change and release management.
- Experience translating business requirements into technical specifications.
- Experience using SharePoint and Microsoft Teams for collaboration and document management.
- Experience with Azure DevOps for requirements and backlog management is preferred.
- Exposure to Power BI is preferred.
- Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5 is desired.
Education: A Bachelor's or Master's degree in one of the following or a related discipline is required:

Primary Job Duties and Responsibilities:
The selected Business Analyst will be responsible for activities including, but not limited to:
- Business Process Analysis
Research and analyze FDOT business processes and their interrelationships. Document and diagram business and system workflows, dependencies, and cross-functional interactions.
- Requirements Development
Collaborate with technical and functional teams to develop:
- Technical specifications

- Other business analysis artifacts
- Testing Support
Plan, prepare, and support testing activities including:
- Regression testing
