Position Summary
Mustang Special Utility District (“Mustang”) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! The GIS Administrator is a vital member of our Geographic Information Systems (GIS) team, enhancing our capabilities beyond the foundational tasks handled by the GIS Technician. This role involves field data collection and digitization of construction plans and easements, as well as creating and adding feature layers to the database. The GIS Administrator assists in training staff in field applications, ensuring team members are proficient in collecting and managing geographic data. Additionally, they contribute to develop GIS dashboards that visualize and interpret data, aiding strategic decision-making. Working closely with the GIS Manager, the Administrator performs sophisticated spatial analyses and enterprise database management practices that drive our projects forward. This role is instrumental in elevating our GIS practices and supporting our mission through advanced technological solutions.
Essential Functions:
- Data Analysis: Perform spatial analyses and modeling using GIS software. This includes analyzing geographic relationships, trends, and patterns to support strategic decision-making across various departments.
- Adaptability: Ability to stay updated with technological advancements and apply new knowledge to improve GIS operations.
- Administration: Administer all Software Information Systems platforms within the GIS Department: ERSI Enterprise Portal, NOVOTX Elements, Field Maps.
- Leadership: Coordinate all field data collection efforts under the direction of the GIS Manager
- Database Management: Strong skills in managing and maintaining GIS databases, ensuring data accuracy, accessibility, and security.
- Advanced Data Analysis: Ability to perform complex spatial analyses and modeling to support strategic decision-making.
- Project Management: Proven ability to manage GIS projects from conception to completion, meeting milestones, budgets, and quality standards.
- Field Data Collection: Skilled in collecting and verifying GIS data in the field, ensuring the accuracy and completeness of geospatial databases.
- Communication Skills: Excellent verbal and written communication skills to effectively interact with team members, stakeholders, and external partners.
- Technical Support and Training: Experience in providing technical support for GIS applications and conducting training sessions for GIS users.
- Attention to Detail: High level of attention to detail in data management, project oversight, and reporting.
- Interdepartmental Collaboration: Ability to facilitate the integration of GIS resources across various organizational functions.

- Bachelor’s degree in Geography, GIS, or related discipline OR GIS certification OR related experience
Preferred:
- Bachelor’s degree in Geography or GIS and GISP certification
Experience:
- At least 5 years of experience working with GIS technologies, including ESRI ArcPro and Enterprise portal. Proven experience in field data collection, spatial data analysis, and database management.
Preferred:
- Over 3 years of extensive experience in GIS, including leading projects, developing GIS applications, and working within a government or utility setting. Advanced proficiency with GIS software and related technologies, as well as experience in training and supporting other GIS users.
Training and Certificates:
- Ongoing Education: Participate in industry conferences, workshops, and webinars to stay current with the latest GIS technologies, trends, and best practices.
- Certification Maintenance: Obtain and maintain relevant certifications to demonstrate expertise and commitment to professional standards.
- Advanced Software Training: Pursue specialized training in advanced GIS software and tools to enhance technical proficiency.
- Leadership Development: Engage in leadership and management training programs to improve team management skills, strategic planning, and project oversight capabilities.
