Summary:
The Director of Human Resources provides strategic vision, leadership, and direction for all human resources functions across Muscogee Nation Gaming Enterprises (MNGE). This role is responsible for advancing MNGE’s mission by aligning human capital strategies with business objectives, strengthening organizational performance, and fostering a high-performing, compliant, and engaged workforce.
As a senior leader, the Director of Human Resources partners closely with the Executive Leadership Team to ensure HR strategies support operational excellence, workforce sustainability, and long-term growth. This role leads enterprise-wide initiatives across talent acquisition, total rewards, organizational development, employee relations, compliance, and HR technology while promoting a culture of accountability, integrity, and continuous improvement.
Responsibilities:
1. Provide strategic leadership for all HR functions, ensuring alignment with MNGE’s business objectives and long-term growth strategy.
2. Provides direction and assistance on MNGE policy & practice administration regarding employee relations matters including creation of a positive culture among employees, investigation and resolution of employee issues, and related coaching and mentoring of employees and management personnel on HR matters.
3. Oversee the talent acquisition strategy to attract and retain key talent in all MNGE operations; communicates HR expectations that are in alignment to foster creativity, innovation and commitment to MNGE’s values.
4. Lead enterprise-wide organizational development initiatives, including leadership development, succession planning, and workforce capability building.
5. Develop and oversee a comprehensive total rewards strategy, including compensation, benefits, and incentive programs.
6. Provides oversight for the employee compensation and classification system to effectively recruit, retain and reward employees in accordance with individual and group performance. Ensures that compensation practices are aligned with organizational strategy and competitive with market.
7. Institutes an effective employee performance appraisal program with requisite training and record keeping. Provides advice and support to Casino leadership in the use of performance management tools, corrective action plans and disciplinary actions. Develops and enhances existing performance management tools and expectations to provide documented improvement in organizational and individual performance.
8. Ensures that MNGE complies with applicable governmental and Gaming Board regulations. Responds to complaints filed with state and federal agencies or with the Gaming Board, utilizing assistance from outside counsel as needed; conducts or manages the oversight of internal investigations or complaints.
9. Closely aligns with IT Department staff to ensure that HRIS systems and related intranet applications for HR functions are operation effectively, reducing waste, improving individual accountability, and enhancing personnel record keeping efficiencies; coordinates and/or participates in the development and implementation of Casino system wide projects, change management and business process improvement.
10. Conducts research and analysis to address HR issues; recommends or initiates programs/actions to resolve.
11. Develop and manage the HR departmental budget, ensuring alignment with organizational priorities and long-term workforce strategy.
12. Perform additional duties as assigned.
QUALIFICATIONS

EDUCATION
BA or BS degree in HR, or related field; Master’s Degree preferred; and/or combination of education and experience.
EXPERIENCE
10 years of progressive HR Leadership experience, including senior-level responsibility. Experience in gaming, hospitality, or similarly regulated industry preferred.

LICENSES/CERTIFICATIONS
Key positions require knowledge and application of Title 31 reporting requirements. Certification as Professional in Human Resources (PHR, SHRM-CP) or Sr. Professional in HR (SPHR, SHRM-SCP) strongly preferred. Must have the ability to pass comprehensive background check, drug test, and obtain gaming license as required.
