Job Description
Job Title: Co-Responder Crisis Clinician
Department: Adult Behavioral Health
Reports To: Chief Operating Officer
FLSA Status: Non-Exempt (Bargaining Unit) (Grant Funded Position)
SALARY: $25.00-$28.00/Hr.
SUMMARY: This position is designed to provide behavioral health screening, assessment, advocacy, referral and treatment interventions, to individuals with a mental health or substance abuse crisis during contact with law enforcement in the community. Interventions will be provided as part of a co-responder crisis intervention team with the City of Cleveland police during evening and weekend hours.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (other duties may be assigned):
Must have a License in Social Work (LSW), or Independent License in Social Work (LISW), or a Licensed Professional Councelor (LPC), or Licensed Professional Clinical Counselor (LPCC)
Provides behavioral health interventions to individuals experiencing a mental health/substance use crisis in th. the 4 and 5th district of the City of Cleveland, interventions will include risk assessment, care planning, and recommendations for level of care.
Provides crisis assessment for mental and substance use disorders within the community for linkage to crisis shelter, emergency departments, or provider agencies active or inactive clients.
Educates officers on the co-responder team about mental illness and substance use disorders.
Conduct risk assessment to determine risk of harm to self or others and make recommendation for treatment to protect the individual and community.
Consults with clinical leadership as needed to assist in risk management and clinical disposition of difficult cases.
Ability to develop a therapeutic alliance with individuals in crisis.
Provides majority of work time in the community riding along with assigned police officers to assist active th. and inactive consumers in the 4 and 5th district of Cleveland, Ohio.
Ability to work independently, and with others while prioritizing duties and needs of the crisis team.
Coordination of care with other disciplines externally, to link clients with other external care providers for ongoing treatment.
Maintains professional records and client histories conforming to O’MHAS form and standards and following internal policies and procedures.
Ability to work collaboratively, constructively, and positively in a team environment; ability to build constructive working relationships with police, judges, probation officers, correctional staff, medical staff, and other stakeholders.
Acquainted with and subject to the rules and regulations of the Ohio Counselor, Social Worker, Marriage &
Family Therapist Board, as well as ethical guidelines of the American Counselor’s Association and the
National Association of Social Workers.
Attends all required trainings to maintain competency and licensure to provide crisis interventions. th
Provides a detailed report of crisis services by the 5 of each month for contacts conducted during the previous month.
Assist with collection of statistical data.
Advocates and provides assistance with coordinating clinical information for continuity of care between systems.
Maintains confidentiality and completes sharing of information forms with clients served in accordance with agency privacy practices and HIPPA regulations.
Ability to maintain sensitive and confidential information and maintain the highest ethical standards, including (other agency data, jail records, court records, and electronic medical records).

ESSENTIAL KNOWLEDGE AND SKILLS:
Excellent oral, written and interpersonal communication and interviewing skills (ability to listen effectively, explain complex issues in a comprehensive manner, prepare accurate and logical reports.
Ability to quickly assess and prioritize information received.
Ability to relate to clients with a variety of age, sex, economic, educational, and professional backgrounds.
Ability to perform verbal de-escalation of agitated clients and provide for safety of clients in various physical settings.
Commitment to empowering and supporting clients with compassion and to maintaining high quality standards in Behavioral Health programming.
Working knowledge of DSM – 5 and treatment techniques to intervene with a psychotic individual.
Computer literate with working knowledge operating in an electronic health record as well as Microsoft office suite programs.
Ability to engage in problem solving process, while applying theory and knowledge of social work or counseling profession.
Understanding of common evidence based practices including, motivational interviewing, sequential intercept model, criminogenic needs, the Risk Need responsivity model, trauma informed care, and victim awareness.
Knowledge of shelter diversion techniques to allow for expertise to assist in proper housing recommendations.
Extensive working knowledge of community resources.
Ability to wear a law enforcement grade protective vest the entire working shift each day.
Ability to remain seated while performing related duties using a mobile computer in a law enforcement cruiser up to 10 hours each shift.
Knowledge of the criminal justice system, terminology, crisis intervention teams, and current research and trends in the field of community policing.
Ability to effectively work as a member of a team with police officers and members of the community.
Capable of working with multi-needs clients: mental illness plus chemical dependency, mental illness and developmental disabilities, mental illness and chronic or terminal illness.
Ability to work effectively and in a professional manner when under stress and confronted with severe time constraints.
QUALIFICATIONS:
Must have a License in Social Work (LSW), or Independent License in Social Work (LISW), or a Licensed Professional Councelor (LPC), or Licensed Professional Clinical Counselor (LPCC)
Master’s degree with coursework in social sciences required and minimum LSW or LPC licensure from the
Ohio Counselor, Social Worker Board. And Marriage Family Therapist Board
Minimum one-year of counseling experience or equivalent combination of training and experience and knowledge of the Criminal Justice System and behavioral health.
Ability to make recommendations and decisions (e.g. analyzing assessment information to make recommendations which meet the needs of an individual in crisis and criminal justice requirements).
Experience required in delivery of culturally relevant and culturally sensitive services.
Must be available to work non-traditional 10 hour shifts.
Must have valid Ohio driver’s license with less than four points on driving record, working vehicle, and current automobile insurance which meets state minimum requirements.

CRISIS STABILIZATION: Provides assistance and support in crisis situations involving the person served and intervenes to help stabilize the client.
FAMILY AND SIGNIFICANT OTHER SUPPORT: Consults with family and significant others (with client consent) as appropriate.
SUPERVISION AND TEAM MEETINGS: Attends required meetings and trainings, participates in professional development workshops and seminars, and in trainings or other activities that promote the agency mission and/or enhance the Behavioral Health Program.
ESSENTIAL JOB REQUIREMENTS: The following are requirements of this job and must be met and maintained at all times during employment in this job:
1. Ability to pass a drug and alcohol screen per the drug free workplace policy
2. Ability to pass criminal background security screenings as required by regulations/laws related to: a) performing the essential duties of this job; b) working in and accessing partner institutions such as the criminal justice facilities, school, residential facilities, etc., c) working in and accessing a MTHSS institution such as a childcare center, residential center, or senior center, etc.
3. Possession of all valid professional licenses required by regulations/laws and accreditation related to performing the essential duties of the job.
