General Description: Under broad supervision and direction from the Public Works Director, performs professional and technical engineering duties for the City; performs supervisory and administrative duties in planning and coordinating the operation of the Engineering Division.
Minimum Requirements:
· Graduation from college with a bachelor's degree in civil engineering and four (4) years as Senior Civil Engineer or Civil Engineer II, at least three (3) of which must have been in a supervisory position, OR any equivalent combination of education and experience.
Essential Duties:
· Supervises Engineering staff; hires, trains, and mentors employees; evaluates and disciplines employees; assigns, monitors and coordinates work.
· Provides information for Streets and Stormwater master planning and oversees the same; administers state and county transportation funding.
· Pursues Federal, State and County funding for transportation projects.
· Develops budget for the Engineering Division and Streets and Stormwater capital improvements; negotiates Engineering Division budgets with Public Works Department and City Council; approves expenditures for the Engineering Division and Streets and Stormwater capital projects.
· Plans and supervises Public Works design projects; directs staff in project related survey, design, and drafting work; manages survey crew; assists in operating survey equipment including a level and GPS.
· Manages building and subdivision plan and plat reviews for compliance with municipal ordinances and policies.
· Oversees the preparation of plans and contract specifications for Public Works capital improvement projects and manages bidding and bid openings for these projects; oversees project progress and directs Engineering staff as required.
· Determines selection criteria and works with Engineering and Purchasing staff to select consultants and contractors; determines scope of work for consultants and contractors; reviews and approves consultant and contractor pay requests.
· Manages and reviews consultant’s work for accuracy and professionalism; negotiates contracts; ensures compliance and completion of contracts.
· Performs related duties as appropriate.
