This position is represented by the Plumbers & Steamfitters, Local 367, and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.


DEPARTMENT: Anchorage Water & Wastewater Utility

HOURS OF WORK: 4/10s, Monday to Thursday OR 6:00 am - 4:30 pm, Tuesday to Friday

LOCATION: 325 E 94th Court


This is a Seasonal position, which will last approximately six (6) months from the date of hire.


To be considered for employment, applicants must be legally authorized to work and accept employment in the United States. The Municipality of Anchorage is not able to provide any type of sponsorship, including Student Visas and Employment Visas, under any circumstances.

Operates the water distribution and/or the wastewater collection system’s and performs both the preventive maintenance and corrective maintenance on those systems as assigned, supervised, and reviewed, based on the required skill and the level of supervision needed, and according to the applicable State of Alaska Operator Certification level of the individual. General duties are assigned in the broad area of the water distributions and/or wastewater collection systems to work independently, with less direct supervision and more responsibility as proficiency levels, appropriate licensing, and experience increases. Shift varies, including early mornings, days, evenings, nights, weekends, and holidays on emergency and non-emergency assignments to meet the water distribution and/or wastewater collection needs of the Municipality of Anchorage in the domestic, commercial, and industrial sectors. Perform other related duties as assigned.

Water Distribution and Wastewater Collection Operators III and IV are lead positions and assist in the training of other operators and may be assigned as Crew Leads with the duties that include assigning, controlling, and checking work for accuracy and conformity with procedures and regulations, as well as acting in some supervisory roles as assigned. Perform other related duties as assigned.
LEVEL 1 - OPERATOR IN TRAINING

High school diploma, GED, or equivalent, and two (2) years of experience in the operations, maintenance, construction, installation, modification and/or repair of water distribution or wastewater collection systems.

Must possess and/or obtain:
  • Valid State of Alaska Commercial Driver's License, Class B (CDLB), with Tank endorsement, and satisfactory driving record at time of application
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.
  • Satisfactory drug screening at time of hire.

LEVEL 2 - OPERATOR I

High school diploma, GED, or equivalent, and two (2) years of experience in the operations, maintenance, construction, installation, modification and/or repair of water distribution or wastewater collection systems, of which one (1) year must have been in Collection and Distribution.

Must possess and/or obtain:
  • Valid State of Alaska Commercial Driver's License, Class B (CDLB), with Tank endorsement, and satisfactory driving record at time of application
  • State of Alaska Water Distribution I and Wastewater Collection I Operator certificate at time of application.
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.
  • Satisfactory drug screening at time of hire.

LEVEL 3 - OPERATOR II

High school diploma, GED, or equivalent, and two (2) years of experience in the operations, maintenance, construction, installation, modification and/or repair of water distribution or wastewater collection systems, of one (1) year of which must have been as a Collection and Distribution Operator I with the Municipality or equivalent.

Must possess and/or obtain:
  • Valid State of Alaska Commercial Driver's License, Class B (CDLB), with Tank endorsement, and satisfactory driving record at time of application
  • State of Alaska Water Distribution II and Wastewater Collection II Operator certificate at time of application.
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.
  • Satisfactory drug screening at time of hire.

LEVEL 4 - OPERATOR III

High school diploma, GED, or equivalent, and two (2) years of experience in the operations, maintenance, construction, installation, modification and/or repair of water distribution or wastewater collection systems, of one (1) year of which must have been as a Collection and Distribution Operator II with the Municipality or equivalent.

Must possess and/or obtain:
  • Valid State of Alaska Commercial Driver's License, Class A (CDLA), with Tank endorsement, and satisfactory driving record at time of application
  • State of Alaska Water Distribution III and Wastewater Collection III Operator certificate at time of application.
  • Pipeline Assessment Certification Program (PACP) certification at time of application.
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.
  • Satisfactory drug screening at time of hire.

LEVEL 5 - OPERATOR IV

High school diploma, GED, or equivalent, and two (2) years of experience in the operations, maintenance, construction, installation, modification and/or repair of water distribution or wastewater collection systems, of one (1) year of which must have been as a Collection and Distribution Operator III with the Municipality or equivalent.

Must possess and/or obtain:
  • Valid State of Alaska Commercial Driver's License, Class A (CDLA), with Tank endorsement, and satisfactory driving record at time of application
  • State of Alaska Water Distribution IV and Wastewater Collection IV Operator certificate at time of application.
  • Pipeline Assessment Certification Program (PACP) certification at time of application.
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.
  • Satisfactory drug screening at time of hire.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.


If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Commercial Driver's License, Class B/A (CDLB/A), with Tanker endorsement, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. As a condition of employment, the person selected will be required to successfully complete a drug screening prior to beginning work and will be subject to future periodic drug and alcohol tests on a random basis without advance notice. If selected for hire, appointment in this position will be conditional based upon the satisfactory review and completion of the Previous Employer Alcohol & Drug Test Information Forms. Names, addresses, and phone numbers for positions that required Department of Transportation testing for the last two years will be required in compliance with § 40.25 and § 382.405 (f) and (h).


All required certifications and/or licenses must remain current for the duration of employment.


Military Service Interview Preference


Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.


Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
