*This is a tested civil service position, and the candidate must be a resident of the City of Utica.
DISINGUISHING FEATURES OF THE CLASS:
This position involves is responsible for providing both standard security services and specialized investigative work within the Municipal Housing Authority community. This position requires a close working relationship with local, county, and state law enforcement in order to collaborate on preventing and minimizing crime within the housing authority properties. This role also involves building trust and rapport with tenants, conducting thorough investigations into criminal activities, and actively contributing to the safety and wellbeing of the community.
TYPICAL WORK ACITVITY
In addition to the general duties of a Housing Security Officer, this role includes:
- Collaborating with Law Enforcement: Maintain extensive communication with local, county, and state law enforcement agencies. Serve as a liaison, sharing information and assisting with investigations when needed.
- Tenant-Police Liaison: Act as a bridge between tenants and the police, facilitating investigations and improving the flow of confidential information. Develop rapport with tenants to gain insights that enhance law enforcement efforts.
- Investigative Surveillance: Conduct surveillance on individuals or areas where criminal activity is suspected, particularly drug-related offenses, violent crime, and abuse. Document findings and report them to appropriate authorities.
- Area Canvassing and Interviews: Perform investigative canvassing of areas after incidents or in preparation for potential criminal activity. Know how to ask pertinent questions and gather relevant evidence or testimonies from the community.
- Crime Prevention and Conflict Resolution: Use investigative skills to identify potential threats, prevent conflicts, and support the removal of individuals involved in illegal activities from the housing community.
- Domestic, Child, and Sexual Abuse Intervention: Recognize signs of child or sexual abuse and coordinate with law enforcement and child protection services for further action.
- Reporting and Documentation: Maintain detailed records of all investigative activities, from surveillance to tenant interactions, ensuring that all evidence and reports are accurate and up-to-date.
QUALIFICATIONS:
(A) Graduation from high school or possession of a high school equivalency diploma.
(B) Possession of a valid New York State driver’s license as time of appointment and must be maintained throughout employment.
(C) Must complete certified New York State Security Guard training within six months of employment and must be maintained throughout employment.
(D) Specialized training in areas pertaining to conducting investigations, surveillance, and interviewing techniques.
(E) At least five (5) years of professional experience conducting investigations for a police municipality.
