The Opportunity
Multnomah County Library is seeking an experienced manager to lead our Community Engagement and Partnerships team. This team builds and maintains relationships with community partners and leads and provides oversight of outreach across the organization.
As the Community Engagement and Partnerships Manager, you will lead the Library’s community partnership program by developing and managing location-based partner relationships with community organizations, government agencies, and other institutions to achieve common goals through a racial justice lens and equity based approach.
Due to departmental reorganization, this is a limited recruitment per Personnel Rule 5-55: Classification of Positions Affected by Reorganization. This recruitment is only open to Library Managers in the Library Community Services workgroup.
In this role, you will lead strategic planning and development of community partnerships and engagement that foster connection, access, programming and use of library spaces. This includes planning, organizing, managing, and administering the community partnerships and engagement program, operations, and functions. Additionally, you will develop and implement program and strategic planning as well as implement and assist in the development of policies, procedures, protocols, strategies, goals and objectives, and business practices for the community partnership and engagement program.
You will establish and review program specific policies, protocols, strategies, goals and objectives for community partnerships and engagement, which will include the evaluation of goals, objectives, priorities, and activities to improve performance and outcomes. You will then recommend and establish administrative controls and improvements as needed. You will develop procedures and guidelines for partnership and engagement development systemwide to avoid duplication and to align processes through a centralized system and also develop procedures related to new and/or changing regulatory requirements.
This position provides leadership and management of the library’s Community Engagement and Partnerships team, which is responsible for leading community engagement efforts and providing direct library service at points of need in the community. You direct and approve the planning, prioritizing, assigning, training, and review of the work of a diverse workforce and act as a resource and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues. You provide day-to-day supervision of staff on the Community Engagement and Partnerships team, planning, prioritizing, assigning, and reviewing the work of a diverse workforce. You may also select, direct, and manage the work of contractors and consultants.
There will be other duties assigned, but you will be well supported in the execution of those duties.

This position requires someone with the ability to work respectfully and capably with people from all backgrounds and age groups. You must demonstrate a positive attitude, excellent interpersonal skills, cultural sensitivity and a sense of humor while working with customers, co-workers and community. In providing customer service, you may encounter situations that require de-escalation or assistance from a supervisor or person-in-charge. Your ability to exercise quick and mature judgment in dealing with potentially disruptive, physically dangerous or abusive customers and emergencies is crucial. This position serves as Person-in-Charge.

Minimum Qualifications/Transferable Skills
- Bachelor’s degree in a related field or the equivalent experience.
- Knowledge and understanding of community partnership and engagement development, particularly in public libraries.
- Strong cultural sensitivity and competency abilities.
- Experiencing managing in a union environment.
- Ability to pass a criminal records check, should a job offer be extended. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.
- Experience delivering customer service in a library setting.
- Ability to communicate effectively with a variety of individuals.
- Experience planning, preparing and implementing programs.
- Understanding of the impact of systemic oppression and its potential impact on marginalized patrons seeking library services.
