The Opportunity:

When people think of public libraries, what typically comes to mind is books. While books are certainly important, behind every book checked out from Multnomah County Library are talented, dedicated people who make that one, simple transaction possible. Among those are the folks who craft the library’s budget, manage its finances, and make sure library buildings are in good shape.

We are seeking a strategic executive level leader with high-level financial savvy and the ability to effectively oversee library facilities. The successful candidate will work closely with two talented teams–one with deep experience managing the library’s budget and finances and another with broad facilities management expertise. As a library executive, this person will partner with and support the Director of Libraries and other members of the executive leadership team in collectively managing and leading Multnomah County Library.

Oversee the Budget

In this role, you provide long range financial planning and budget oversight to the Library. In partnership with the Director of Libraries, you develop an overall funding strategy for our organization, including:

  • establishing the Library’s annual and multi-year budget needs.
  • coordinating planning and financial forecasting and making recommendations to the Director to ensure the library district’s long term financial health.
  • evaluating revenue resources including potential grants from the Friends of the Library, The Library Foundation, and other grant funders.
  • staying informed on legislative measures and ballot initiatives with potential revenue impact.
  • understanding Oregon property tax limitations and their effect on library revenues.


Oversee Facilities and Business Services work groups

  • In collaboration with the senior public services managers, you ensure that the Library’s buildings and vehicles meet the community’s needs for library services in terms of location, functionality, aesthetics, and operational efficiency.
  • In partnership with Facilities & Property Management, you make sure library capital projects are planned and executed for the long term benefit of the community and the best return for taxpayer investment.
  • You maintain an active awareness of best practices and cutting-edge library facilities and services both nationally and internationally as you play a key role in assessing and determining future service delivery options for Multnomah County Library.
  • You support and develop planning for the successful function of procurements and contracting for the Library in collaboration with the Business Services Supervisor.
  • You support the Business Services Supervisor in the administration of the library’s financial functions including grants, accounts receivable, and accounts payable.


Member of the library’s executive management team (EMT)

  • You work collaboratively with other EMT members to provide departmental leadership and develop strategic direction and objectives in alignment with Multnomah County Library District Board’s priorities, county, state and community processes and priorities, and the Library’s strategic direction.
  • You assist in prioritizing service needs based on county and library policies, goals, and objectives.
  • You assume leadership roles for special strategic initiatives and projects assigned by the Director of Libraries and serve as the library’s representative on countywide strategic committees such as the Leadership Council and the Financial Management Forum.
  • On occasion, you stand in for the Director of Libraries if the Deputy Director is not available to do so.


This position is an unclassified/executive position and serves at the pleasure of the Director of Libraries and may be subject to discharge at any time. This salaried executive position is not eligible for overtime.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills:

  • Master’s degree in business administration, public administration or a related field. Equivalent experience will substitute for a degree.
  • Six (6) years of experience in program or operations management, including three (3) years of leadership experience in a complex and diverse organization.
  • Two (2) years of finance experience, including experience leading the budget process for a large, complex organization.
  • Ability to pass a criminal records check, should a job offer be extended. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.


COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception by October 18, 2021 as a qualification of employment.

The rule applies to all employees, as allowable by law. Candidates who receive an offer of County employment must provide proof of vaccination upon hire or submit an exception request prior to their start date.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Library or public sector management experience is strongly preferred.
  • Advanced skills in the preparation and maintenance of accurate written and computer records.
  • Ability to use tact and good judgment when interacting with staff, County peers, and the public.
  • Experience with public speaking and making formal presentations.
  • Facilities management experience.
  • Ability to model inclusive behaviors and practices that create a sense of safety, trust, and belonging for every employee and client served.
  • Experience supervising in a union environment.
