Role:
The Compliance Quality Assurance & Reporting Supervisor is responsible for overseeing the Credit Union's compliance monitoring program and overseeing the regulatory reporting functions. This role operates within the second line of defense and is responsible for evaluating adherence to applicable laws and regulation, ensuring the accuracy and integrity of regulatory data and reporting, and identifying control gaps and emerging compliance risks. This position plays a key role in strengthening the Credit Union's compliance framework through independent testing, data validation, secondary market quality control oversight, and actionable reporting.

 Essential Functions & Responsibilities:

  • Supervise and conduct risk-based audits and quality control reviews, including oversight and administration of the Secondary Market Quality Control Program, ensuring adherence to investor guidelines, regulatory requirements, and internal policies.
  • Maintain a high understanding and awareness of regulatory compliance, investor guidelines, legal implications, and external influences that may impact the Credit Union and provide support to staff.
  • Coaches and develops direct reports to ensure high performance, growth and collaboration within the team and serves as a resource for complex situations.
  • Develop and deliver regular actionable reporting on quality, compliance findings, recommendations, and portfolio risk to senior management and other committees as applicable.
  • Conducts independent compliance reviews across key operational and lending activities, including but not limited to property valuation reviews, advertising and marketing reviews, and disclosure accuracy validation.
  • Manages Credit Union forms and applicable policies and procedures to ensure compliance with regulatory requirements and recommendations from internal and external audit results.
  • Performs other job-related duties as assigned.

Performance Measurements:
1. Demonstrate a high level of proficiency in regards to knowledge of Credit Union policies, procedures, standards, relevant litigation, and all applicable state and federal government rules and regulations and serve as a resource for direct reports, Credit Union Staff and members.
2. Coaches and develops direct reports to ensure high performance, growth and collaboration within the team.
3. Maintains awareness of key process changes, system changes, or vendor changes/exposure and how they impact the Credit Union.

4. Provide regular and thorough reporting for leadership along with recommendations based on findings
5. Execute strategic decision making by obtaining and monitoring industry information, identifying key issues, evaluating organizational gaps and developing strategic relationships needed to achieve long range goals for the organization.
6. Translate strategic priorities into operational reality.
7. Determine action steps, milestones, and success metrics for the Compliance Monitoring Program Strategy as well as individual team initiatives, ensuring the department’s success in meeting the expectations of Credit Union Leadership and the Board of Directors.
8. Evaluate Credit Union products, procedures, processes, etc. to ensure high performance and efficiency.

Qualifications:

Knowledge and Skills:
Experience: Five years to eight years of similar or related experience.

Education: (1) A two-year college degree, or (2) completion of a specialized certification or licensing, or (3) completion of specialized training courses conducted by vendors, or (4) job-specific skills acquired through an apprenticeship program.

Interpersonal Skills: Work involves much personal contact with others inside and/or outside the organization for the purpose of first-level conflict resolution, building relationships, and soliciting cooperation. Discussions involve a higher degree of confidentiality and discretion, requiring diplomacy and tact in communication.

Other Skills: 1. Solid knowledge of audit procedures, government regulations, secondary market lending requirements, Credit Union compliance best practices and working knowledge of spreadsheet and word processing software.
2. Demonstrated management, supervisory, and organizational abilities; strong analytical, research, and problem-solving skills.
3. Must be able to develop innovative solutions and must be attentive to details.
