$179,987 to $234,210

Summary

 

The Vice President (VP) of Contract Diversity & Compliance reports directly to the Chief Administrative Officer and has broad authority over the New York State Minority and Woman Business Enterprise (M/WBE), Service- Disabled Veteran Owned Businesses (SDVOB), Small Business Enterprise (SBE) and Federal Disadvantaged Business Enterprise (DBE) program and will provide high-level strategic vision and leadership over the Diversity team providing direction, strategy and governance.   This position will be responsible for ensuring MTACD contract compliance in coordination with all MTACD Contracts and Delivery Business Unit Leads, as well as monitoring and reporting of MTACD contracts under the Capital Plan.

 

Responsibilities

 

Develop and foster contractor/consultant/supplier success in the diversity function at MTACD and ensure alignment with MTA vision by promoting and increasing small business participation and utilization on MTA contracts. 

 

Conceptualize, implement and champion initiatives to promote contractor/supplier diversity and the utilization of disadvantaged and small business enterprises, minority-owned and women-owned businesses, and service-disabled veteran-owned businesses in MTACD managed contracts. 

 

Oversee the day-to-day management and monitoring of 950 capitally funded contracts with MWBE, SDVOB and DBE goals to facilitate communications between internal and external stakeholders and ensure diversity and compliance at all times.

 

Generate monthly and quarterly reports as per the state and federal regulations to monitor and report on contract utilization and increase MWBE/SDVOB and DBE utilization.

 

Work with the Contracts and Delivery Business Units to streamline and improve workflow and processes.

 

Oversee and manage the MTACD subcontractor responsibility background checks and serve as the CD Vendor Relations Unit (VRU) subcontractor liaison to facilitate the onboarding of subcontractors prior to starting work on an MTA contract.

 

Collaborate with Empire State Development ("ESD") to foster interagency relationships and track MWBE Certifications to ensure a consistently growing pool of vendors to participate in the estimated $68 Billion Capital Plan Program.

 

Collaborate with the Department of Diversity and Civil Rights (DDCR) to identify scopes of services and provide targeted matchmaking outreach events to build vendor capacity and increase overall small business utilization.

 

Education and Experience

 

Bachelor's Degree in Business Administration, Public Administration, Public Policy, Government Contracting or other appropriate field.

 

A master's Degree or JD is desirable.

 

Must have a minimum of sixteen (16) years of related experience

 

Must have a minimum of (10) years experience in a management or supervisory role, including significant experience working on matters involving contract construction projects and/or real estate matters, public sector procurement management principles, and/or government project administration.

 

Competencies:

 

Subject matter expert with extensive knowledge of contract terminology, terms and conditions, procurement, construction management (including construction scheduling), and the highly technical subjects of the MTA's projects.

 

Extensive knowledge of relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.

 

Proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions and drive process improvements.

 

Ability to multi-task and work cooperatively and effectively with stakeholders, executive management, board members, elected officials, and other stakeholders in a fast-paced environment and ensure favorable contract terms for the agency.

 

Ability to develop creative, business-oriented solutions to problems, evaluate options in complex situations, and make recommendations that have a direct impact on the agency.

 

Strong interpersonal, analytical, problem-solving, organizational, negotiation and communication skills.

 

Excellent judgment and ability to work independently on matters of significant size and complexity.

 

Proficient in Microsoft Office Suite and document management software.

 

Other Information

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
