Essential Functions
Portfolio Governance & Transparency
- Own and maintain the enterprise technology initiative portfolio, ensuring consistent tracking, reporting, and governance across all workstreams.
- Establish and enforce portfolio management standards, cadence, and operating mechanisms across Technology Delivery.
- Ensure all projects adhere to PMO standards for status reporting, issue/risk escalation, financial tracking, and milestone management.
- Create a centralized view of active, planned, and proposed initiatives with clear linkages to business value, priority, and resource load.
Executive Reporting & Insights
- Build and deliver portfolio dashboards that provide actionable insights on delivery health, risks, dependencies, financials, and capacity.
- Produce high-quality executive summaries for the CIO and leadership team, highlighting critical decisions, emerging risks, and delivery outcomes.
- Translate complex technical, financial, and operational information into concise, strategic narratives for senior audiences.
Project Health, Risk Management
- Partner with Scrum Masters and Delivery Leads to maintain accurate weekly status updates, milestone timelines, and burn-down metrics.
- Identify at-risk initiatives early and drive mitigation plans, cross-team support, or re-prioritization discussions as needed.
Resource Allocation & Capacity Planning
- Maintain a forward-looking view of resource availability, utilization, and allocation across the portfolio.
- Partner with Delivery Leads, Product Owners, and Finance to ensure alignment between headcount, demand, run-the-business work, and strategic investments.
- Provide recommendations to the CIO and Sr. Leadership on resourcing needs, team constraints, and opportunities to reallocate or optimize talent.
Strategic Alignment & Prioritization
- Ensure all active and proposed initiatives align with enterprise strategy, business demand, and technology roadmap priorities.
- Facilitate intake, prioritization, and capacity planning activities with business partners and technology leadership.
- Provide objective portfolio analysis to enable informed trade-off decisions.
Delivery Excellence & Continuous Improvement
- Define what “good” looks like for portfolio reporting, project health, capacity planning, and stakeholder engagement.
- Coach Scrum Masters and Delivery Leads on portfolio standards and reporting quality.
- Identify opportunities to streamline processes, strengthen governance, and mature the PMO operating model.
Stakeholder Partnership & Influence
- Build strong relationships with Delivery Leads, Product Leaders, CIO staff, and business executives.
- Act as a trusted advisor to senior stakeholders, bringing forward objective insights and solutions to delivery challenges.
- Facilitate cross-functional discussions that improve alignment, transparency, and joint ownership of project outcomes.
Qualifications
Education & Experience
- Bachelor’s degree in Business, Technology, or related field; Master’s preferred.
- 8 years of experience in IT Portfolio Management, PMO leadership, Program Management, or Technology Strategy.
- Experience within insurance, financial services, or regulated industries strongly preferred.
- Prior experience in an Agile/Hybrid delivery environment required.
Skills & Competencies
- Deep understanding of Agile, Scrum, and project delivery lifecycle frameworks.
- Strong analytical skills with ability to build dashboards and interpret project data (e.g., Power BI, ADO reports, Jira, Workday reporting, or similar).
- Exceptional communication skills—able to distill complexity into crisp executive insights.
- Proven ability to lead through influence and drive accountability across teams.
- Strong judgment, organizational awareness, and ability to prioritize in a fast-moving environment.
- Adept at navigating competing priorities and ambiguity while maintaining objectivity.
