Minimum Qualifications of Education and Experience:
Bachelor's degree in Information Technology, Computer Science, Engineering Technologies, Information Systems or related field or equivalent education, certification and experience. Three years of working in IT operations.

Nature of Work:
Under the direction of the Operations Director, this position performs work administering, coordinating, planning, and supervising the activities and operations of Information Technology Department. Leads a team of technical staff supporting software, hardware, and systems, developing policies and both short- and long-term planning for the County's technology needs, developing and monitoring the annual budget, preparing reports, and related work as apparent or assigned.

Manages and oversees IT staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Develop long-range plans for the County related to deployment and support the county’s technology infrastructure including but not limited to servers, virtualization, security, networking, storage, telecommunications, databases, applications, website, and software.

Analyze business needs of all departments to determine technology opportunities to improve the products and systems in place for enhanced productivity, security, and efficiency. Work with department leaders to develop short and long terms plans to implement solutions.

Assists with the development and implementation of IT policy, security measures and best practices for the organization. Manage regulatory compliance throughout the organization (i.e., HIPAA, PCI, etc.). Develop and keep up to date a disaster recovery plan with backup procedure.

Works with Human Resources to manage and direct department personnel functions, including recruiting, training, and performance management.
Defines performance standards for the supervisory staff based on the essential duties and competencies; holds supervisors responsible for following those standards individually and following through with their staff.
Assures proper staff training and the necessary documentation is complete and in compliance, as required.
Works with department supervisor to respond to and resolve employee relations issues; coordinates performance improvement plans/corrective action with Human Resources as needed.
Facilitates effective labor-management relations with the County Administrator, Deputy County Administrator and HR Manager; assists in negotiating effective solutions to issues and concerns arising between interpreting the respective union contract and the county policies and procedures.

Direction Received/Provided:
Incumbents in this class are responsible for the outcome and performance of clearly defined objectives, have responsibility for the oversight of people (staff) and resources (budget), which includes supervising the work of staff. Incumbent receives direction from Department Head or designee. Decisions made at this level are predominantly operational in nature, dealing with the oversight of clearly defined procedures and work methods.
