JOB SUMMARY:
The Financial Accountant is responsible for areas related to financial reporting and for developing and maintaining accounting practices to ensure accurate and timely financial statements, which includes entry of transactions and adjustments of accounts to prepare financial reports. Analyze and investigate financial reports that compare budgeted costs to actual costs and respond to financial inquiries. Responsible for the oversight and management of the Agency’s accounts payable and transportation and credit card functions
ESSENTIAL FUNCTIONS:
- Responsible for the preparation of month-end financial reports with information transferred from payroll, accounts payable, accounts receivable, and journal entries developed for monthly allocations/other general ledger adjustments and distribution of reports to appropriate agency staff.
- Review and analyze monthly financial reports and investigate questionable or exceptional items. Ensure accurate and appropriate recording of balance sheet, revenues, and expense items. Assist department and facility managers in analyzing financial reports.
- Supervise staff accountant and provide oversight of the Agency’s transportation program, including management of the transportation software, and the Agency’s purchasing/credit card program.
- Prepare or assist in the preparation of the annual budget, performance contract, and performance contract reports to the Department of Behavioral Health and Developmental Services or other financial reports required by outside funding sources. To compile periodic and special reports from financial data to include accounts payable, accounts receivable, and general ledger reporting information.
- Supervise accounts payable staff to assure timely payments to vendors, maintenance of the vendor listing, appropriate posting to expense and revenue categories, and maintenance of records. Manage the Agency’s direct pay arrangements with banks (corporate credit card) and vendors (ACH transfers).
- Perform periodic reviews of the agency's financial operation in order to evaluate internal controls, compliance with agency policies and procedures, or other outside requirements. This review should include examination of assets, liabilities, income, expenses, and administrative functions for efficiency and effectiveness.
- Prepare reports and supporting documentation and coordinate visits with independent auditors and the Department of Behavioral Health and Developmental Services’ financial reviewers.
- Participate in the Agency’s Budget and Finance Committee, including preparation of all packets for the budget and finance committee members, keeping of minutes for the committee and preparation of finance items to include in the entire board members’ packets.
OTHER DUTIES:
- As requested, serve on Agency committees dealing with financial transactions and fiscal reporting.
- Perform such other duties as assigned by supervisor.
QUALIFICATIONS:
- Knowledge of generally accepted accounting principles
- Knowledge of basic supervision
- Knowledge of fiscal management concepts and regulations applicable to governmental organizations
- Good written and oral communication skills
- Good organizational and time management skills
- Knowledge of analysis and interpretation of financial data and regulations
- Knowledge of budget forecasting and analysis
- Proficient in use of spreadsheet and accounting programs
- Ability to work on a tight deadline.
EXPERIENCE/EDUCATION REQUIRED:
Bachelor’s degree in accounting or related field required
Three years’ experience in the management of financial activities required.
Two years’ experience in supervisory role managing a team preferred.
