Summary:
The Human Resource Generalist will run the daily functions for a Medicare certified agency providing home health care and hospice services. Ensures compliance with CDPHE licensure, Medicare CoPs, state wage/hour laws and federal healthcare regulations while supporting clinical staffing needs.
Essential Functions:
Recruitment & Onboarding
- Manages full-cycle recruiting for RNs, LPNs, CNAs (must complete state-approved training per 6 CCR 1011-1), HHAs, social workers, chaplains, and PT/OT/ST, including credential verification
- Oversees pre-employment screening: Colorado CJIS/FBI fingerprints, OIG exclusions, TB tests, and driving records for field staff per Medicare CoPs (42 CFR §418.64).
- Conducts orientations covering HIPAA, OSHA bloodborne pathogens, CDPHE hospice rules, and agency-specific POC/IDG processes.
Compliance & Audits
- Prepares personnel files for CDPHE surveys, Medicare audits, and mock Joint Commission/CHAP reviews; tracks certifications, 12-hour CEUs, and hospice aide in-services.
- Updates policies for Colorado Labor Laws (e.g., Healthy Families and Workplaces Act for paid sick leave), FMLA/CFRA, and Medicare terminal illness certification requirements (6-month prognosis).
- Monitors OIG sanctions and SAM.gov exclusions quarterly for all staff.
- Employee Relations & Retention
- Addresses field staff concerns (e.g., mileage reimbursement at IRS rates, on-call pay under CO wage orders) and supports hospice bereavement/resiliency programs.
- Drives retention via exit interviews, stay surveys, and incentives aligned with Colorado's caregiver shortages.
Payroll, Benefits & Scheduling
- Assists with payroll questions and policy clarifications.
- Administers benefits (e.g., PEBCO health plans, 401(k)) and tracks FMLA/Paid Family Leave for small employer exemptions.
- Training & Performance
- Tracks mandatory trainings: hospice core competencies, abuse reporting (Colorado Adult Protective Services), infection control, and annual competencies per CoPs.
- Supports annual appraisals and PIPs tied to quality metrics (e.g., HHCAHPS scores).
HR Operations & Reporting
- Maintains HRIS with accurate licensure expiry alerts; generates metrics like clinician turnover (<20% target) and time-to-fill (<45 days).
- Ensures HIPAA-compliant file security and PHI safeguards for field documentation.
- Qualifications
- Bachelor's in HR, Healthcare Admin, or related; 2 years HR experience, preferably in Colorado home health/hospice.
- SHRM-CP/PHR preferred; familiarity with CDPHE #4-115 Hospice/Home Care rules and Medicare CoPs preferred.
- Skills: HRIS proficiency, strong communication for field teams, detail-oriented for audits; valid CO driver's license.
- Knowledge of CO specifics: Wage Order #38, ABES (Address Confidentiality Program) for staff safety.
