Position Summary
The Manager, Learning and Employee Development – DCBU leads the design, delivery, and continuous improvement of training, onboarding, safety, compliance, and workforce development initiatives across Moran’s Diving and Marine Construction Business Unit (DCBU). This role combines strategic leadership with hands on execution, including direct facilitation of field based and classroom training to ensure employees are prepared to work safely, effectively, and consistently.
Reporting to the Director of Enterprise Learning and Development, this role serves as the primary learning leader for DCBU, partnering closely with enterprise learning leadership, operations, safety, and HR to align training programs with Moran standards, regulatory requirements, customer expectations, and enterprise strategy.Key Responsibilities:
Safety, Compliance, and Operational Training Leadership (25% of time)
- Lead and support DCBU safety and compliance training to meet federal, state, local, regulatory, customer, and Moran requirements.
- Co develop, deliver, and oversee safety and operational training programs in partnership with enterprise learning leadership, safety teams, and DCBU stakeholders.
- Personally facilitate select safety, operational, and technical training in field and classroom settings.
- Identify training gaps based on incident trends, near misses, audits, customer requirements, and field feedback.
Training Strategy and Business Unit Learning Leadership (20% of time)
- Serve as the learning and employee development leader for DCBU, ensuring alignment with enterprise learning strategy and operational demands.
- Design scalable, blended learning solutions that integrate field training, classroom instruction, coaching, and eLearning.
- Develop and manage the annual DCBU training plan, including schedules, qualification priorities, delivery methods, and field support.
- Establish training governance, improve tracking and documentation, and ensure visibility into qualifications, compliance, and workforce readiness.
- Provide workforce development recommendations informed by training outcomes, safety performance, and operational feedback.
Diving Qualification and Workforce Competency Support (20% of time)
- Support the development and execution of diver and DCBU role qualification pathways.
- Partner with leadership and safety stakeholders to define and reinforce standards for readiness, competency progression, and qualification.
- Continuously improve qualification tools, checklists, documentation, and readiness standards.
Onboarding and Workforce Development (15% of time)
- Oversee and support delivery of DCBU onboarding programs, ensuring consistency and alignment with field realities.
- Partner with operational leadership to strengthen and continuously improve the SSE program as a workforce development pathway.
- Participate directly in onboarding and field training, supporting role readiness tools such as onboarding checklists, field learning plans, and supervisor coaching practices.
- Collaborate with enterprise learning, operations, and HR to support early performance, retention, and employee engagement.
Leadership and Management Development Support (10% of time)
- Support delivery and co-facilitation of Moran’s leadership development programs for frontline supervisors, foremen, project leaders, and managers.
- Partner with DCBU leaders to ensure leadership development is practical and tied to daily expectations including accountability, communication, coaching, and safety leadership.
- Coordinate and support management training on core business and project management topics (e.g., estimation, job costing, budgeting, finance), leveraging subject matter experts as needed.
- Coach leaders on field training habits and reinforcement strategies that make learning stick.
Training Execution, Tools, and Learning Systems (10% of time)
- Manage and forecast the DCBU training budget in alignment with enterprise priorities.
- Oversee training execution logistics including scheduling, participation tracking, delivery resources, and instructor utilization.
- Ensure learning materials, job aids, and learning tools are current, practical, and aligned with Moran learning standards and branding.
- Manage LMS utilization, training records, certifications, and qualification documentation, and evaluate effectiveness using learner feedback and field performance outcomes.
Leadership / Management Expectations
- Build strong relationships with DCBU leaders and frontline teams through regular field presence, earning credibility through operational understanding and hands-on support.
- Maintain a balanced leadership approach that reinforces standards while supporting employee growth and development; lead and develop training staff if/when direct reports are added.
Required Qualifications
- 7 years of experience in training, safety training, workforce development, or operational learning leadership.
- Demonstrated ability to manage and execute training programs across multiple locations or job sites.
- Strong facilitation skills including classroom instruction and field-based learning delivery.
- Proven ability to work cross-functionally with operations, safety, HR, and enterprise training leadership.
- Strong written and verbal communication skills with the ability to influence and support all levels of employees.
- Strong organizational and planning skills, with ability to manage multiple priorities and shifting operational demands.
- Valid driver’s license and willingness to travel.
Preferred Qualifications
- Experience in heavy civil, marine, or large-scale construction environments, particularly on complex projects involving multiple subcontractors; exposure to commercial diving operations is a plus.
- Strong understanding of field-based safety training as well as federal, state, local, and industry safety and compliance regulations and guidelines (OSHA, ADCI, EM-385).
- Experience leading or influencing training initiatives within operational, industrial, or project-based environments, including support of competency-based qualification and structured readiness programs (such as diver qualification pathways).
- Familiarity with Learning Management Systems (LMS) and digital learning tools.
- Train-the-Trainer/Assessor certification or equivalent facilitation credentialing.
- Background in instructional design, adult learning, or performance improvement.
Physical / Field Work Requirements
This role requires frequent field presence and the ability to safely access operational environments. Candidates must be able to:
- Travel regularly and work on-site in industrial and marine construction environments.
- Stand/walk for extended periods during site visits and training delivery.
- Wear PPE including hard hat, gloves, safety glasses, hearing protection, respirator (as required), and safety footwear.
- Access vessels, barges, docks, construction sites, and job sites as required, including climbing ladders/stairs.
- Lift/carry training materials and equipment (standard expectation up to 50 lbs).
Working Conditions
- Position supports DCBU operations across multiple locations and job sites.
- Travel required 25%–40% with overnight travel as needed.

Compensation and Benefits
- The pay range for this position is $125,112 to $137,764
- Actual base compensation offered will be determined based on multiple factors, including relevant skills and experience.
