    Position Summary: The Director of Special Education provides the leadership that develops, supervises, and leads coordinated programs that provide special education services designed to support the educational growth of students. The Director also oversees the district nursing department and students that are homeless.
    Qualifications:
    • A New Jersey School Administrator (Standard, CE)
    • Master's Degree in special education or educational administration/ leadership
    • A minimum of 3 years of experience as an administrator
    • A minimum of 4 years teaching experience
    • Administrative experience with extensive knowledge of special education, resources and state of the art practice required
    • Demonstrated successful and innovative leadership experience with special education initiatives.
    • Demonstrated familiarity with special education law and regulations.
    • Knowledge of program evaluation, effective instructional strategies, classroom management, learning assessments and diagnosis and research related to learning
    • Experience working with diverse student and staff populations
    • Excellent communication skills, written and verbal
    • Ability to pass the required Criminal History Review
    • Ability to complete S414
    • Ability to pass the required physical examination
    • Possess a valid NJ driver's license

    Job Goal:
    To develop, promote, supervise, and lead coordinated programs that provide special education services designed to provide each child support in order to realize his/her potential for educational growth.
    Performance Responsibilities:
    • Oversee, implement and maintain ages 3-21 special education programs and services in conformance to district, state and federal objectives and laws.
    • Plans, designs and implements all phases of service provided by the special education staff
    • Serve as a resource to students, parents, administration, school personnel and the Board.
    A. Instructional Leadership
    • Supervises all District level special education staff and school nurses
    • Establishes staff goals; supervises and evaluates staff performance as required.
    • Review research, developments and innovations in special education by reading current and cogent literature, attend professional and association workshops and conferences and discuss developments of mutual interest with staff
    B. Student Services
    • Develops policies and practices for referrals, conferences, diagnostic and evaluative services, and placement of exceptional children.
    • Reviews annual special education placements in approved private schools.
    • Develops alternative programs for students requiring a setting other than a regular or special education classroom.
    • Provides Right to Education and Due Process for all special education students and their parents.
    • Ensures school district compliance with all State and Federal mandates and district policies regarding special education are followed.
      C. School Community Relations
    • Consults with community agencies concerning student-related problems.
    D. Personnel Administration
    • Participates in the selection of staff for special education programs K-12.
    • Projects enrollment and staffing needs in the area of special education.
    • Advise and confer with appropriate administrative staff on matters of program.
    • Serve as a special education resource person to principals, directors and supervisors.
    • Supervise, coordinate and evaluate the activities of the child study team members and ensure placement of individual students with special needs in those educational situations best suited to their requirements.
    E. Planning
    • Develops in-service, mentoring and staff development programs for special education teachers and in cooperation with the Director of Curriculum & Instruction
    • Develop short and long-range plans for maintaining and improving special education programs; based on knowledge of research, current best practices, national and state indicators, student outcomes and program evaluation.
    F. Curriculum & Instruction
    • Observes and assesses instruction of special education students throughout the district collaboratively with building principals.
    • Prepares all local, state and federal reports as required.
    • Maintains student records in accordance with legal requirements.
    G. Financial Management
    • Supervises departmental functions relating to budget, attendance, payroll, and supplies.
    • Prepare and administer the department budget, and assist in preparation of the district's annual budget.
    H. Other Responsibilities
    • Other duties as assigned.

    Technology Skills:
    Proficient in software applications related to role, including but not limited to Microsoft Word, Microsoft Excel, Google Suite, Frontline Programs, and Genesis Student Information System. Ability to conduct meetings synchronously and asynchronously.
    Physical Demands:
    Able to sit for long periods of time. Able to present at board meetings. Able to sit in front of a computer screen for long periods of time. Able to work beyond the normal workday. Able to address small and/or large groups verbally or in writing. Ability to travel to all schools within the district and/or outside of the district to promote and support initiatives.     Evaluation of Performance:
    The Superintendent of Schools will evaluate this position annually.
    Terms of Employment:
    12-month contract, renewed annually. Salary and benefits as determined by the Board of Education. Information described in this job description is reviewed and approved by the MTPS Board of Education and may be modified as district and state requirements deem necessary. This job description does not constitute a written employment contract.
