General Statement of Duties: Directs, manages and supervises social caseworkers and support staff in areas of Child Welfare & Adult Protective Services. Plans, organizes and coordinates the day-to-day and long-term operations of Child Welfare & Adult Protective Services. Assesses compliance issues and needs of the Child Welfare & Adult Protective Services programs in accordance with current applicable federal, state, and local laws, standards, guidelines and regulations. Recommends effective resolution of problems using professional standards, and develops educational and training opportunities for staff. Provides responsible and complex administrative support to the Human Services Director
Supervision Received: Works under the direction of the Human Services (HS) Director and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals.
Supervision Exercised: Is responsible for the efficient and effective operation of the Child Welfare & Adult Protective Services staff. Exercises indirect supervision of all of the Child Welfare & Adult Protective Services staff. Directly supervises the Case Worker Supervisors.

- Plans, assigns and supervises staff involved in Child Welfare & Adult Protective Services. Complies with and ensures adherence to established laws, policies, procedures, standards and performance benchmarks where applicable.
- Provides overall leadership, including facilitating the development of long-term and short-term goals, priorities, objectives, strategies, and core values for the Child Welfare & Adult Protective Services programs.
- Participates in planning and policy-making for the Human Services Division and the Child Welfare & Adult Protective Services programs. Reviews, develops and implements policies, standards and procedures as necessary to improve efficiency.
- Creates and maintains a variety of operating and quality assurance records. Utilizes and maintains various word processing and databases to enter, store, and retrieve information as requested. Summarizes data in the preparation of standardized and required reports.
- Monitors program performance and compliance with state and federal requirements. Assists with development and implementation of evaluation tools and audits for programs to meet program, state and/or federal criteria; conducts case record audits for compliance with program rules and regulations; keeps HS Director apprised of problems and solutions.
- Creates Child Welfare & Adult Protective Services budgets as required, submits budget recommendations, and forecasts additional funds needed for the two programs. Establishes revenue projections and/or explores alternative funding opportunities.
- Oversees, administers and manages contracts and grants related to the Child Welfare & Adult Protective Services Programs. Assists in the preparation of background information and statistics for grant proposals and writing grants; May negotiate contracts and agreements with other agencies for services or business agreements as required.
- Communicates, coordinates, and cooperates with community groups and agencies in identifying and meeting community adult services and child welfare needs. Provides consultation for law enforcement, medical professionals, and professional agencies around issues of adult protection and child welfare; provides resource information to the public about resources for the elderly, disabled, children and families.
- Provides public awareness of adult services and child welfare related issues through preparation of press releases, public service announcements and literature to the media; Prepares and presents public information presentations.
- Coordinates and consults with Special County Attorney on legal issues and litigation involving Child Welfare & Adult Protective Services. Works with the County attorneys on appeal hearings, including developing responses to the administrative law judge’s decision and assisting the staff in preparing for the initial hearing.
- Testifies to legislature oversight committees.
- Provides staff monitoring and coverage as necessary to assure efficiency in caseload handling; provides back-up coverage for staff as necessary; responsible for resolution of problems and complaints; participates in resolving grievances.
- Provides case-management or therapy services for those clients identified as requiring additional guidance, consultation, or case management.
- Coordinates and evaluates educational programs for staff through regularly scheduled meetings to assist in planning in-service classes and on-the-job training and procedures. Attends state sponsored program meetings; facilitates and coordinates program meetings; works collaboratively with staff members from various programs within HS.
- Regular and predictable attendance is required.
MINIMUM QUALIFICATIONS
Required Knowledge, Skills and Abilities:
Education: A Bachelors degree from an accredited college or university with a degree in one of the behavioral sciences.
Experience: A minimum of five (5) years progressively responsible experience in positions with senior level social casework dealing with adult, child, family and/or disabled services. Gerontology, child psychology or mental health experience desirable.
Required Knowledge: Knowledge of social work principles and values including service, social justice, dignity & worth of a person, importance of human relationships, integrity, and competence; strong knowledge of mental health diagnoses is preferred. Ability to work with families to resolve issues thorough knowledge of supervisory and management techniques and human behavior; a thorough knowledge of casework principles and techniques as they are applied to physical disability, developmental disability, mental illness, and protective services.
Language Skills: Ability to express ideas clearly and concisely, orally and in a variety of written formats. Must be able to interpret, apply, explain and enforce all applicable laws, codes, regulations, policies and procedures to a wide range of audiences and levels of knowledge. Ability to assemble, organize and present statistical, financial and technical information derived from a variety of sources. Ability to read, analyze, and interpret complex and technical documents including contracts, maps, and complex management and financial reports and respond to the most sensitive inquiries or complaints. Ability to read, comprehend and translate information relayed in written or graphic format. Must be able to write policies, procedures, correspondences and other types of documents. Must have the ability to write speeches, articles and manuals and create presentations using original and innovative techniques and styles. Must have the ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups and organizations and/or board of directors. Ability to prepare industry specific technical reports and budgeting information. Ability to effectively communicate with the public, federal, state and county officials, employees, community agencies and the public.
Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community. Work with the media to maintain a positive image of the County to the community. Interact professionally and diplomatically with County employees, other agencies and organizations and members of the community and manage difficult or emotional customer situations. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality. Must be able to diffuse the most intense situation with diplomacy and professionalism. Must have the acumen to navigate political waters of the County and other outside agencies and organizations. Demonstrate a commitment to the County’s mission, values and core beliefs. Mathematical Skills: Ability to work with complex mathematical concepts such as probability, statistical inference, budgeting, risk analysis. Work with bidding and review. Must have extensive proficiency in transactional accounting, budget analysis, conduct cost analysis, and produce critical path schedules. Must have extensive knowledge of governmental accounting, financial reporting and budgeting.
Reasoning Skills: Must be able make rational decisions through sound logical and deductive processes and make sound judgments, decision making, problem solving, while planning directing and monitoring the work of the agency. Must be able to analyze problems, identify alternative solutions, project consequences of proposed actions, and recommend or implement best options in support of strategic goals and objectives. Consider concrete and abstract variables. Must have the ability to analyze, appraise and organize facts, evidence and precedents concerned in difficult and complex cases and present material in a clear and logical form, including oral and written presentations, briefs, opinions, orders or decisions. Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must be proficient in word processing, database manipulation, spreadsheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources with a high degree of accuracy. Must be able to learn the software and programs related to the position and the County.

Special Requirements: Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record. Willingness to work outside of traditional business hours to meet the needs of clients. Willingness to travel overnight and long distances for trainings or the transportation of clients. Must complete drug testing, finger print background check and Central Registry/TRAILs background check. Successful completion of NIMS IS 100, 200, 300, 800 and 700 within one (1) year of employment. Act as a credible witness when testifying in court.
