Summary Description:
Under direction, the Assistant Operations Facilities Manager assists with general management, planning, organizing, and executing the day-to-day work of all building service personnel assigned to a specific region. Assists in administering policies, procedures, and processes in support of the Division of Maintenance and Operations (DMO) within the Department of Facilities Management of Montgomery County Public Schools (MCPS). Assists with coordinating and supervising all work relative to custodial services, grounds care, landscaping, and preventative maintenance activities for facilities in the region, including the facilities-related maintenance and repair of buildings and the grounds care necessary for maintaining a clean, safe environment. Responds to inquiries and requests for service from assigned facilities. This position is responsible for maintaining current knowledge of relevant trades and maintenance practices to maintain efficiency, safety and effectiveness of large-scale operations and facilities with 100 or more staff members.Physical Demands:Work is generally performed in both an office environment and an outdoor environment, with frequent interruptions and irregularities in the work schedule. This position requires regular visits and meetings at all MCPS sites across the county. Frequent walking, standing, climbing, lifting, stooping, or carrying of equipment and materials may be required. May be required to lift and carry up to 25 pounds; may be exposed to extreme temperatures, close-quarter situations, high and precarious places, moving mechanical parts, and/or vibrations.Special Requirements:Must be willing to work irregular hours and respond immediately to emergency situations.
Knowledge Skills Abilities:
Considerable knowledge of supervisory principles, facilities maintenance, grounds care, and custodial principles and practices; preventative maintenance principles and practices; maintaining data and components for facilities, such as a six-year scheduled maintenance plan, a six-year facilities condition assessment; and industry best practices. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS) of MCPS.Must be skilled in reading and interpreting construction plans, specifications, drawings, maps, and/or other related technical documents. Must be able to assist with managing complex, multi-discipline projects involving multiple locations and 100 or more staff members with varying skill levels. Must have the ability to interpret and apply applicable laws, rules, and regulations. Must be able to assist with managing contracts; work in a union environment; and oversee processes. Must have the ability to assess workflow, processes and employee performance and make recommendations for improvement. Must be able to assist with coordinating activities with other internal divisions, the community, and/or external agencies; and prepare a variety of reports related to operational activities. Must communicate effectively through oral and written mediums. Must have the ability to work with students and staff with diverse academic, cultural and ethnic backgrounds. Ability to mediate conflicts among staff members; assist with analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of the goals of the Division of Maintenance and Operations, the Department of Facilities Management, and MCPS.
Education Training Experience:
Associates degree required. College course work or trade school training and extensive experience in facilities management, construction, renovation, building, school equipment, and grounds maintenance - preferably in school systems - are also required. Experience as a supervisor is required. Experience in project management and/or experience overseeing large-scale operations and/or facilities is required. Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered in lieu of a degree.Certificate License:Possession of a valid Maryland Class C driver^s license or equivalent.
