WHO WE ARE
The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and assessment functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either detained in a pretrial status or serving sentences less than 18 months. In addition to comprehensive facility case management, the Inmate Services section provides a wide range of correctional services and programs to incarcerated individuals including education, workforce development, substance abuse treatment, cognitive behavioral modification programs, reentry and life skills programs, faith-based supports, and library services.

What You'll Be Doing
The Promotional Bulletin will be distributed internally to DOCR employees, to outline the requirements for promotion and the examination procedure for the rank of Correctional Shift Commander - Lieutenant.
To participate in the 2026 promotional examinations for this rank, candidates must apply by 11:59 pm., March 29, 2026.

Minimum Qualifications
To be eligible to participate in the 2026 promotional process for Montgomery County Correctional Shift Commander - Lieutenant, prospective candidates must meet the following minimum qualifications:
Experience: One (1) year of satisfactory experience as a Montgomery County Sergeant or Master Correctional Officer.
Education: Possession of an Associate of Arts Degree or sixty (60) acceptable semester hours toward a bachelor’s degree from an accredited college or university.
Equivalency: Additional education beyond that required may not be substituted for the one (1) year within-grade experience requirement. However, each additional year of experience at either or both the Sergeant or Master Correctional Officer level may be substituted for each year of college or thirty (30) acceptable hours of education. If you will not satisfy the educational requirements through equivalency of work, you must submit to the DOCR Human Resources Manager, Andrea Kelly-Walker, “Official Transcripts” verifying possession of an AA degree by 3:00 PM on March 29, 2026.
License:
- Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
- Possession of State of Maryland Correctional Officer Certification.
- Firearms Certification.
- First Aid, CPR, and Automatic External Defibrillator (AED) Certification.
Note: There will be no substitutions for this section.
Medical: To be promoted, a promotional candidate must have successfully completed his/her most recent periodic medical examination. At the recommendation of either the Department Director or the Employee Medical Examiner, a special promotional medical examination may be required.
Preferred Criteria, Interview Preferences
Each promotional candidate who meets the minimum qualifications as stated in this bulletin will receive a written notice to report for the examination process, giving the location and time scheduled.
Note: Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

Salary : $83,941 - $131,637
