The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. Who We Are Looking For

The Department is seeking a Program Manager II (Field Supervisor-Fire Protection & Electrical Inspections), Grade N25, to join our team. This person will need technical knowledge and interpersonal skills to manage and lead a team of inspectors with varying experience and abilities, and to collaborate with a wide range of stakeholders, including property owners, contractors, design professionals, other inspectors, and County and state officials.

What You'll Be Doing

This position supervises a team of inspectors who perform inspections and conduct code compliance and enforcement related to fire protection and electrical inspections. It also serves as a primary point of contact with senior management and departmental divisions, and acts as a liaison between other County departments and external agencies for specialized inspections and joint assignments.

The Position Will

  • Enforce established work policies and procedures.
  • Schedule and distribute daily work assignments for inspectors.
  • Ensure inspections are completed on time and that reports are submitted promptly.
  • Conduct and document quality control inspections, site visits, and the most complex inspections.
  • Approve inspectors’ issuance of Notices of Violation, Orders, and Citations.
  • Testify in court or board proceedings as an expert witness or in support of issued notices, orders, and citations.
  • Develop and evaluate staff performance and deliver team and one-on-one training.
  • Address grievances, escalated complaints, and special assignments.
  • Serve as the primary point of contact for internal and external partners to resolve inspection compliance issues and facilitate the issuance of Final Inspections and Use & Occupancy approvals.
  • Provide code interpretation, guidance, recommendations, and technical support to field inspectors and customers.
  • Develop, recommend, and implement DPS policies, procedures, and guidelines impacting the Commercial Building Division.
  • Promote team building and a cohesive, positive work environment rooted in technical expertise, procedural consistency, mutual trust, respect, and cooperation.
  • Perform other duties as assigned.

The work is primarily conducted in a field setting, where employees are exposed to the physical demands and hazards associated with construction.

This position requires the ability to attend meetings or perform work at locations outside the office.

This position REQUIRES the possession of a valid driver’s license from the applicant’s state of residence and the ability to drive a county vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

This is a supervisory position responsible for overseeing a team of inspectors and ensuring effective fire protection and electrical code compliance activities.

Minimum Qualifications

  • Experience: Thorough five (5) years of professional experience in Electrical OR Fire Protection Engineering or related fields. Supervisory experience may be required, depending upon the position assignment.
  • Education: Graduation from an accredited college or university with a Bachelor's Degree.
  • Equivalency: An equivalent combination of education and experience may be substituted.
  • Medical Protocol: This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.
  • Financial Disclosure Statement: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.

Preferred Criteria, Interview Preferences

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

  • Experience in team leadership and staff development.
  • Experience directing and supervising the work of code compliance inspectors.
  • Experienceanalyzing, interpreting, and administering the provisions of approved State and local building codes.
  • Experience reading and interpreting plans, specifications, and applicable codes.
  • Experience in courtroom or board proceedings and testifying as an expert witness.
  • Possess ICC or equivalent code compliance certificationsrelated to the field of work.
