The Department of Correction and Rehabilitation is seeking candidates for Manager II , Warden of the Detention Services Division.

About the Department and Position:

The Warden of Detention Services is responsible for the operation of two detention facilities, the Montgomery County Detention Center (MCDC) located in Rockville, and the Montgomery County Correctional Facility (MCCF) located in Boyds. The Warden provides day to day management and leadership to MCDC and MCCF facilities, jail operations conducted within the facilities, and the coordination of correctional operations with all other criminal justice agencies and programs that interact at MCDC and MCCF. The MCDC facility is primarily responsible for the intake and law enforcement processing of adult male and female offenders arrested within the County and has a facility capacity to accommodate approximately 200 inmates. Over 10,000 offenders annually arrive at MCDC’s Central Processing Unit (CPU). Major program elements at MCDC are the Central Processing Unit, Intake, Booking and Release, Pre-Trial Assessment, Records, Behavioral Health Screening and Assessment, Public Defense interviewing of inmate clients, interface with the Police Warrants and Fugitives Unit, and critical daily support of all District Court Commissioner operations.

Following an initial intake at MCDC, inmates transfer to the 1,028-bed Montgomery County Correctional Facility (MCCF), usually within 72 hours. MCCF is responsible for the custody and care of male and female offenders who are either in a pre-trial status or serving sentences of up to 18 months. Progressive, comprehensive correctional services are provided to all inmates covering substance abuse, mental health issues, cognitive behavioral modification, basic education, life skills, and workforce preparation.

Detention Services (both jails) hold accreditation from the American Correctional Association and the Maryland Commission on Correctional Standards. Prison Rape Elimination Act (PREA) audits were just completed with DOCR being awarded full compliance in January 2022. Knowledge and experience with national correctional accreditation is important for accreditation must be maintained for both facilities.

What You’ll Be Doing:

The Warden reports to the Director of the Department of Correction and Rehabilitation and must work collaboratively with the Division Chief of Community Corrections, Division Chief of Medical and Behavior Health Services and the Division Chief of Management Services. The Warden functions as a strategic manager, making operational policy determinations of major scope and impact in conjunction with the Department Director. This position is involved in testimony and meetings with County Executive, County Council, Public Safety Agencies and other criminal justice stakeholders, community interface, community meetings, collaboration with local community groups and engagement with the community as a valued partner.

Important Notes:

Selected applicant must successfully complete a comprehensive background investigation, physical exam, drug/alcohol screen, and financial disclosure statement prior to appointment.

Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

Minimum Qualifications

Experience: Seven years of progressively responsible professional experience in the field of corrections, three years of which were in a supervisory or executive capacity. Note: The term “executive” is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education : Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

All applicants will be reviewed and those who meet the minimum qualifications for the position will be rated “Qualified” and placed on the eligible list. Preference for interviews will go to candidates with experience in the areas listed below. Resumes should include information specific to these preferred criteria:

  • Experience in a full-service correctional environment in a position comparable to that of Warden.
  • Demonstrated successful leadership of a union workforce.
  • Demonstrated success in institutional program development and managerial support of a heavily problematic inmate population.
  • Experience with the concept and operation of centralized booking services for law enforcement.
  • A strong demonstrated commitment to community and stakeholder involvement and collaboration in accomplishing successful public safety outcomes.
  • Active involvement in professional corrections related organizations and networking.
  • Operational experience and understanding of direct supervision and the related inmate management concepts.
  • Experience in the operation and management of a full-scale prisoner reentry model.
