ABOUT THE DEPARTMENT:
The Montgomery County Office of Animal Services’ Montgomery County Animal Services and Adoption Center (MCASAC), provides high-quality sheltering and care to the homeless, abused, and neglected animals in our community and ensures the safety and welfare of the county's citizens. It is the county's only open-admissions, municipal shelter.
The Center’s doors are open to all animals in need from dogs and cats to farm animals, wildlife, and exotics. Trained staff provide animals with daily care, mental and physical enrichment, health and wellness checks, and more. Through adoptions, spay and neuter assistance, vaccination clinics, education and outreach, the Center serves as a critical community resource to promote and advocate for responsible pet care. With community support and partnerships with other animal-welfare groups, our Foster, Rescue and Volunteer programs enhance and save the lives of even more homeless animals.
Animal Services Officers are on-call seven days a week to investigate citizen complaints and respond to animal emergencies 24 hours a day. These calls include animal-related matters such as: animal abuse and neglect; law enforcement; calls regarding stray, rabid, or aggressive animals; and sick or injured wildlife.
ABOUT THE POSITION:
We are seeking a candidate to fill the Director, Office of Animal Services position. Major duties and responsibilities include, but are not limited to:
- Managing the daily operations and personnel of the Office of Animal Services (OAS), including:
- Field Operations (Call Center, including call taking, dispatch, and animal service officers),
- Veterinary Services (all veterinary medical, surgical and vaccination services),
- Shelter Operations (animal care, admissions, adoptions, community outreach and relations, customer relations, and the volunteer and foster/rescue programs),
- All business operations involving contracting, procurement, finance, and human resources.
This position is responsible for all aspects of operations and services at the Animal Services and Adoption Center including development, implementation, enforcement, maintenance, and update of the programs, policies, and procedures. Furthermore, the Director establishes work priorities for animal control field operations in compliance with animal control laws, and is responsible for medical care, socialization, exercise, enrichment, or related care needs of animals housed at the shelter and their welfare. The Director develops and maintains strong working relationships with the Animal Matters Hearing Board, and the Animal Services Advisory Committee, as well as peer and national animal welfare agencies and serve on committees related to animal control, animal welfare practices, emergency management, and disaster planning. Responsible for the preparation, administration and monitoring of the OAS operating budget, contracts, and financial matters. In addition, the director is responsible for the preparation of reports, correspondences to the County administration, and continued development and maintenance of state-of-the-art programs and policies within OAS.
WHO WE ARE SEEKING:
The candidate's background and experience should include a strong and effective leadership role in, ideally, a complex organization and a demonstrated successful managerial and supervisory experience in a diverse and high impact environment. Having knowledge and experience about animal care, welfare and control in a similar role is preferred, but not required. Although the venue of a candidate's experience that may include managing an animal shelter and adoption center operation, enforcing animal control laws, working with animal welfare issues, and resident groups as well as hearing boards and advisory committees, will be considered, key criteria for selection will be a demonstrated track record of strong and effective leadership/managerial experience.
ADDITIONAL INFORMATION:
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
The individual selected for this position will be considered an “Essential Employee.” Essential employees must report to work during a period of general emergency or liberal leave.
The anticipated salary offered for this position is $155,000.00.

The selected candidate will have an extensive seven (7) years progressively responsible managerial/supervisory professional experience, preferably but not required, in a field related to animal services; three (3) years of which were in an “executive” capacity, which included responsibility for fund and budget administration, program planning, implementation, and administration. “Executive” is defined as a high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities. Position also requires a bachelor’s degree from an accredited college or university. An equivalent combination of education and experience may be substituted for either the education or experience.
