- Considerable skill in expressing ideas, conclusions and recommendations effectively, clearly and concisely, both orally and in writing.
- Ability to plan, set priorities and organize work assignments to meet tight and often conflicting deadlines.
- Ability to use automated systems technology and software as tools for analyzing operating and capital budgets and related matters.
What You'll Be Doing
Key duties and responsibilities include, but are not limited to the following:
- Compiling, analyzing, preparing, and monitoring the annual operating and CIP budgets for the RRM Division.
- Working closely with RRM management team, DEP Director's Office, OMB, and budget managers from other departments in order to successfully develop and complete budget submissions, ongoing financial activities including budget, quarterly reporting, purchasing, and resolution of problematic financial issues.
- Preparing the Future Fiscal Impact (FFI), funding parameters, pre-budget process to distribute to staff and managers for submission.
- Compiling estimated expense/budget data using complex Master Budget Excel spreadsheet, analyze ERP/Oracle and Business Intelligence (BI) tools for accuracy.
- Preparing trend analysis of expenditures and six-year fiscal plan, comparing prior and current budget data.
- Resolving complex personnel errors with FTE’s and correct errors in posting transactions.
- Monitoring approved operating budget for RRM’s annual expenditures for operations and programs. Work with staff and managers to communicate any problems and coordinate resolution.
- Performing annual, quarterly, monthly, and ad hoc analysis of approved operating and CIP budgets, specifically track current approved fiscal year budgets for encumbrances, actual expenses, carry over purchase orders, and accruals.
- Reviewing and processing invoice and p-card payments, and procurement requisitions (RQ).
- Reviewing travel and mileage reimbursement requests.
- Identifying budget efficiencies across the department using metrics, quantitative and financial models, and forecasting tools to analyze the fiscal impact of proposed changes.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences

- Experience compiling, analyzing, preparing, and monitoring a large annual operating and/or capital improvement programs budgets in a government setting.
- Experience managing operating and capital encumbrance liquidations, requisition/purchase order creation, payments, accruals, and payment processing functions to include review and approval of invoices and card payments.
- Experience performing annual, quarterly, monthly, and ad hoc analysis of approved operating and CIP budgets.
- Experience working closely with staff, managers and leaders at all levels to successfully develop and complete budget submissions.
- Experience performing analysis using Excel, Oracle & Business Intelligence, or other related automated systems technology and software tools.

Salary : $81,122 - $125,339
