Human Resources Specialist II, Grade N22 : The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $73,569 to $97,337, based on the candidate’s qualifications and experience.

Human Resources Specialist III, Grade N25 : The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 to $129,171 based on the candidate’s qualifications and experience.

Who We Are Looking For

The Office of Human Resources (OHR) is seeking a Human Resources Specialist to join our Policy, Practice & Strategic Communications Division and help us transform how HR works. This is not your typical HR position. As our HR Specialist for Continuous Improvement, you'll be the architect of our HR operations—analyzing how we work, designing better systems, and leading initiatives that elevate the customer experience. You'll combine your HR expertise with your passion for continuous improvement to modernize our people operations and position HR as a strategic partner to the business.

What You'll Be Doing

Working centrally in our Policy & Practice team, you'll serve as the catalyst for operational excellence across HR functions, leading initiatives that streamline our processes, enhance our technology, and improve how we deliver services to employees and managers. Your days will be varied, strategic, and hands-on as you tackle both short-term improvements and long-term transformation projects. Key duties include:

  • Journeying alongside different HR functions to understand that day-to-day current state and potential future state
  • Leading concurrent process improvement projects
  • Mapping current HR workflows, identifying bottlenecks and inefficiencies, and redesigning processes
  • Facilitate workshops and meetings with stakeholders to gather requirements, solve problems, and build consensus around proposed changes
  • Partnering with policy, data analytics, and IT colleagues to develop and implement an improvement project
  • Partner with strategic communications team members to develop change management strategies, training materials, and communication plans to drive adoption of new systems and processes
  • Document standard operating procedures and best practices to ensure consistency and sustainability of improvements

Minimum Qualifications

Education: Bachelor's degree from an accredited college or university in in human resources management, business administration, industrial psychology, public administration, or related field.

Experience: Positions may be filled at the Human Resources Specialist II or III level as follows:

  • Human Resources Specialist II, Grade N22, we require two years of applicable professional experience in Personnel Administration (Human Resources). HR management, project management, process improvement, change management experience ideally in HR functions preferred .
  • Human Resources Specialist III, Grade N25, we require three years of applicable professional experience specifically in the human resources areas of HR management, project management, process improvement, and change management ideally in HR functions.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas.   • Certified ScrumMaster Certification
  • Certification in project management
  • Demonstrated, focused experience in process improvement and project management, ideally in HR functions
