About the Position:
This position is located in the Department’s Office of Eligibility and Support Services (OESS). The Office of Eligibility and Support Services (OESS) serves low-income families and individuals facing significant challenges in meeting basic needs including food, medical coverage, and childcare. OESS determines eligibility for Temporary Cash Assistance (TCA); Temporary Disability Assistance Program (TDAP); Refugee Cash Assistance; Supplemental Nutrition Assistance Program (SNAP- formerly known as Food Stamps); Medical Assistance for the Aged, Blind, and Disabled (including long-term care); and the Affordable Care Act which includes Community Medical Assistance, Maryland Children's Health Program, Medical Assistance for Families and Children, and Refugee Medical Assistance.
OESS provides these services on behalf of the State of Maryland Department of Health and Human Services. In addition, OESS determines eligibility for the County's healthcare for the uninsured services (Maternity Partnership, Care for Kids, Senior Dental Program, and Montgomery Cares).
The Administrative Specialist III will be housed under the OESS Administrative unit that oversees Recruitment and Hiring, Training and Staff Development, Centralized Data and a Fiscal Unit.
The Administrative Specialist III will:
- Work collaboratively with the Department’s Human Resources Team on recruitment/selection, reclassification efforts specific to Office of Eligibility and Support Services (OESS)
- Ensure optimal coordination of employment interviews, develop, and update interview questions and maintain a repository of questions.
- Maintain a database of OESS vacancies and recruitments, utilize recruitment data to understand trends and offer recommendations to management. Participate in developing Standard Operating Procedures (SOPs) in the Recruitment and Hiring process to be used throughout OESS and that are consistent with Department and County processes.
- Serve as a liaison with County hospitals and nursing homes to manage personnel contracts specific to OESS. The position ensures timely completion and submission of the contracts to include renewals and modifications.
- Coordinate staff professional development efforts, communicate with management and develop specific training modules to enhance the knowledge and skills of the Office of Eligibility and Support Services workforce
- Provide ongoing employee staff development trainings & coordinate educational opportunities for staff with management.
- Coordinate onboarding of new employees and offboarding of staff (this includes access to Avaya, Work number, DHS/MDH systems access etc.)
- Provide oversight of the Office of Eligibility and Support Services equipment inventory by conducting yearly inventories and maintaining Office of Eligibility and Support Services Inventory spreadsheet

Minimum QualificationsEducation: Graduation from an accredited college or university with a Bachelor's Degree.
Experience: Three (3) years of demonstrated experience in recruitment and hiring, employment services, analyzing data & report development, or training and staff development.
Substitutions:
1. EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
2. EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.
Preferred Criteria
There are no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.
Preference for interviews will be given to applicants with education and experience in the following:
- Demonstrated experience performing administrative support functions
- Experience engaging in staff development activities; developing training materials, providing oral presentations to small and large groups
- Experience collaborating with others and building internal and external partnerships.
Salary : $67,203 - $87,287
