About the Role

The Navy Budget PPBE Subject Matter Expert (SME) provides senior-level expertise to Navy financial management leadership across all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. This role serves as a trusted advisor on budget formulation, justification, and execution for assigned appropriations and Program Elements (PEs), with a strong emphasis on leveraging the OneStream platform to modernize budget data management, automate reporting, and improve the speed and accuracy of financial decision-making.

What You'll Do

PPBE Subject Matter Expertise

• Serve as the subject matter expert on the PPBE process, advising government leadership on Navy and DoD planning, programming, budgeting, and execution policy and procedures.


• Lead development of Program Objective Memorandum (POM) and President's Budget (PB) submissions, including budget exhibits, justification materials, and supporting analyses.


• Analyze program and budget issues, prepare issue papers, and develop courses of action to support resource allocation decisions.


• Support reprogramming actions, Congressional marks and appeals, and responses to fiscal or programmatic changes.


• Interpret and apply fiscal law, appropriations rules, and DoD Financial Management Regulation (DoD FMR) guidance.


• Mentor junior analysts and promote consistent, repeatable PPBE practices across the team.

OneStream Budget Formulation & Systems Support

• Serve as the functional lead for OneStream-based budget formulation, planning, and reporting activities.


• Build, maintain, and enhance OneStream cube views, dashboards, workflows, and reports to support PPBE cycle requirements.


• Support data integration and validation between OneStream and authoritative Navy financial systems, including Navy ERP and PBIS.


• Translate PPBE business requirements into OneStream functional requirements and partner with technical teams on configuration, testing, and deployment.


• Develop user guides and training materials, and provide end-user support to promote adoption of OneStream across stakeholder organizations.

Budget Execution & Financial Analysis

• Track and analyze funds execution for assigned PEs, including allocations, commitments, obligations, and expenditures.


• Monitor progress toward Navy execution benchmarks, identify execution risks, and recommend corrective actions.


• Provide financial status assessments and execution forecasts to inform leadership decision-making.


• Support mid-year reviews, quarterly execution reviews, and formal program financial reviews.

Reporting & Stakeholder Coordination

• Develop recurring and ad hoc reports, data visualizations, and briefing materials for senior leadership using OneStream, Advana, and related tools.


• Brief senior leaders on budget status, PPBE milestones, and emerging issues.


• Coordinate with government stakeholders across the Navy Secretariat, OPNAV, and resource sponsors to resolve programmatic and financial issues impacting budget performance.

Required Qualifications

• Active SECRET security clearance.


• Bachelor's degree in Finance, Accounting, Business, or related field (Master's preferred).


• Minimum 8 years of Navy or DoD financial management experience, with significant PPBE experience at the Secretariat, OPNAV, SYSCOM, or HQ level.


• Expert-level knowledge of the PPBE process, including POM and PB development, budget justification, and budget execution.


• Demonstrated hands-on experience with OneStream for budgeting, planning, forecasting, or financial reporting.


• Strong working knowledge of Navy appropriations, fiscal law, and the DoD FMR.


• Advanced Microsoft Excel skills; ability to develop and maintain complex financial models and spreadsheets.


• Ability to prepare clear, concise financial briefings and presentations for senior leadership.

Preferred Qualifications

• 12 years of Navy or DoD financial management and budget experience.


• Experience implementing, configuring, or administering OneStream in a federal or DoD environment; OneStream certification a plus.


• Detailed understanding of budget formulation and execution across multiple appropriations, including Operations & Maintenance, Navy (OM&N); Other Procurement, Navy (OPN); Research, Development, Test & Evaluation, Navy (RDT&E,N); and Military Personnel, Navy (MPN).


• Experience with government financial management systems, including Navy ERP, PBIS, Advana, and SNaP-IT.


• Strong proficiency in Microsoft PowerPoint and Word; familiarity with Power BI or other data visualization tools.


• Certified Defense Financial Manager (CDFM) certification or DoD Financial Management Certification (Level 2 or higher).

Status: Contingency – This work is contingent upon award.

Salary: $140-$170k per year
