The Workforce Program Manager serves as MPCA's lead resource on workforce development for Community Health Centers and Urban Indian Organizations across Montana. This position provides training, technical assistance, and strategic support to help members recruit, develop, and retain a strong workforce, with a particular focus on Health Professions Education and Training (HP-ET) and clinical training programs.
Working in a rural and underserved environment, the Workforce Program Manager develops workforce resources, educational programs, and partnerships while supporting workforce planning, recruitment, retention, and clinical training initiatives. The position collaborates closely with health center leaders, workforce stakeholders, academic institutions, and MPCA staff to advance workforce goals and grant deliverables.
Essential ResponsibilitiesStrategic Partnerships & Workforce Engagement (25%)- Build and maintain relationships with member health centers, Urban Indian Organizations, academic institutions, workforce partners, and state and national stakeholders.
- Engage service-line leaders and MPCA staff to identify workforce needs and trends.
- Promote community health centers as high-quality clinical training sites.
- Connect members with workforce resources and collaborative opportunities.
- Monitor workforce trends, data, and member needs to inform programming and technical assistance.
- Support development and sustainability of HP-ET and clinical training programs.
- Maintain knowledge of workforce incentive programs, including NHSC, loan repayment, HPSA designations, and J-1 visa waivers.
- Design and deliver workforce trainings, peer learning opportunities, and practical toolkits.
- Provide individualized technical assistance related to workforce planning, recruitment, retention, and clinical training.
- Support members with HR-related best practices and connect them with appropriate external experts when needed.
- Facilitate MPCA's Workforce/HR peer group and evaluate program effectiveness.
- Develop workforce-related communications, resources, and success stories.
- Support member organizations with recruitment, retention, employee engagement, and workplace culture strategies.
- Maintain workforce and HR resource tools for members.
- Manage workforce recruitment resources, including the member job board.
- Promote scholarship, loan repayment, and workforce incentive opportunities.
- Represent MPCA at workforce, education, and recruitment events.
- Lead workforce projects and initiatives from planning through evaluation.
- Support grant reporting, work plan implementation, and documentation requirements.
- Participate in MPCA meetings, events, and professional development activities.
Other duties as assigned by the Senior Director of Programs.
Minimum Qualifications- Bachelor's degree in a related field or equivalent combination of education and experience.
- Five (5) years of experience in workforce development, healthcare administration, training and education, human resources, or a related field.
- Experience designing and delivering training, technical assistance, or educational programming.
- Strong project management, relationship-building, and communication skills.
- Master's degree in a related field.
- Knowledge of Federally Qualified Health Centers, Urban Indian Organizations, and Health Professions Education and Training (HP-ET).
- Familiarity with HRSA-funded programs and grant reporting.
