Join our team as the Program Director for the Rural Health Transformation Program (RHTP) Center of Excellence Implementation and play a critical role in transforming rural healthcare across Montana.

The RHTP Program Director provides strategic and operational leadership for the Montana Rural Health Transformation Program (RHTP) Center of Excellence Implementation. The position is responsible for leading statewide implementation activities, ensuring compliance with federal and state funding requirements, overseeing program performance and healthcare data reporting, managing implementation partners and staff, and supporting rural healthcare organizations in achieving measurable improvements in access, quality, financial sustainability, and operational performance.

Program Leadership and Implementation

  • Lead implementation of the Rural Health Transformation Program (RHTP) Center of Excellence.
  • Develop, implement, and monitor project work plans, implementation timelines, and program milestones.
  • Coordinate statewide implementation activities across participating healthcare organizations.
  • Monitor progress toward contractual deliverables and performance objectives.
  • Identify implementation risks and develop mitigation strategies.
  • Promote continuous operational and quality improvement throughout the program.

Grant Administration, Compliance, and Performance Reporting

  • Administer federal and state grant requirements and contractual obligations.
  • Ensure compliance with Uniform Guidance (2 CFR Part 200) and all applicable funding requirements.
  • Monitor program budgets, expenditures, and financial performance in collaboration with finance staff.
  • Oversee statewide healthcare data collection, performance measurement, and required reporting.
  • Prepare programmatic reports and documentation for funding agencies, leadership, and stakeholders.
  • Utilize program data to evaluate outcomes and support continuous improvement.

Stakeholder Engagement and Technical Assistance

  • Develop and maintain collaborative relationships with hospitals, Critical Access Hospitals (CAHs), Rural Health Clinics (RHCs), Federally Qualified Health Centers (FQHCs), Tribal health organizations, implementation partners, subcontractors, and state agencies.
  • Provide implementation guidance and technical assistance to participating healthcare organizations.
  • Facilitate meetings, workgroups, and project communications among internal and external stakeholders.
  • Represent program in statewide meetings, conferences, and collaborative initiatives.
  • Foster collaborative partnerships that support successful implementation and long-term program sustainability.

Staff Leadership and Organizational Operations

  • Supervise program staff and provide coaching, mentoring, and performance management.
  • Establish priorities, assign work, and monitor progress toward organizational goals.
  • Promote a culture of accountability, collaboration, and continuous improvement.
  • Participate in organizational planning, budgeting, and leadership activities.

Requirements

REQUIRED QUALIFICATIONS

  • Bachelor's degree in Healthcare Administration, Public Health, Nursing, Business Administration, Health Information Management, Finance, or another healthcare-related field.
  • Minimum of seven (7) years of progressively responsible leadership experience in healthcare administration, hospital operations, rural health, healthcare consulting, program management, quality improvement, or a related healthcare field.
  • Demonstrated experience administering federal or state-funded healthcare grants, cooperative agreements, or government contracts.
  • Strong understanding of Critical Access Hospital (CAH) operations and rural healthcare delivery.
  • Experience leading complex healthcare initiatives involving multiple organizations and stakeholders.
  • Experience overseeing healthcare data collection, performance measurement, analytics, or program evaluation.
  • Experience supervising professional staff.
  • Valid Montana driver's license or ability to obtain one.

Preferred Qualifications

  • Experience administering HRSA, CMS, HHS, CDC, or other federally funded healthcare initiatives.
  • Experience supporting statewide rural healthcare transformation or quality improvement initiatives.
  • Knowledge of healthcare finance, value-based care, and rural reimbursement methodologies.
  • Project management certification or equivalent project management experience.
