TITLE: Housing Inspector
SUPERVISOR: Director of Housing Quality and Energy Conservation
SUPERVISES: No One
FLSA STATUS: Non-Exempt
SALARY RANGE: $21.63 - $26.44 per hour

JOB GOAL: Position is responsible for evaluating the energy efficiency, health, and safety of eligible homes and conducting field measurements to identify areas for savings and repairs. Position also assists in program implementation and performs quality control inspections to ensure all work performed is in compliance with all Federal, State, local and agency regulations and guidelines.

DUTIES:

  • Conduct home energy audits and quality control/final inspections of all work performed on homes under department programs. Use a wide variety of testing and diagnostic equipment for the purpose of identifying energy conservation potential and unsafe or hazardous conditions.
  • Document, review and evaluate collected energy audit data, plan and estimate costs of fieldwork to address building deficiencies and achieve maximum energy savings in accordance with Federal, State, and Local guidelines.
  • Adhere to Federal, State, local, and agency program rules and guidelines. Assist with ensuring sub-contractors and inspectors abide by policies and procedures specified by Federal, State, local, and agency contracts, protocols and policies.
  • Establish relationships with independent contractors in order to coordinate service delivery methods. This may include: establishing work methods/techniques; conferring with contractors on their work and counseling contractors upon their selected approaches to accomplishing work goals; serving as a liaison to professional consultants and volunteers.
  • Inspect and evaluate the performance of contractors based on prepared work orders and specifications and reasonable cost. Work with contractors to resolve any discrepancies and to ensure that all work is completed in a manner that is satisfactory to both the client and funder.
  • Interact with agency clients in a professional manner, assess client needs through interviews and questionnaires, set client expectations and responsibilities, provide energy conservation and residential health and safety education, serve as liaison between clients and contractors, make appropriate referrals, and exemplify agency commitment to servicing low-income clients.
  • Responsible for security and maintenance of program equipment.
  • Successfully complete and maintain required program training courses, examinations, continuing education requirements, and certifications.
  • Perform work in a professional manner that upholds MCOP’s policies and procedures.
  • Assist with training and technical assistance.
  • Attend site monitoring for Weatherization as required.
  • Attend conferences, trainings and meetings as required.
  • Ability to work independently with minimum supervision.
  • Comply with Federal Privacy Act Regulation.
  • Other duties as assigned.

QUALIFICATIONS:

  • High School Diploma or equivalent, and 2 years’ experience in a related field (i.e. Weatherization, construction, building trades).
  • Certifications Required: Building Performance Institute Energy Auditor and Quality Control Inspector, Building Science Principals, ASHRAE 62.2, Indoor Air Quality/Health & Safety, EPA/LRRP, Lead Safe Work Practices, MIOSHA, Multi-Family Energy Auditor and Quality Control Inspector.
  • MiTEC Training or equivalent required in addition to above certifications: Weatherization 101, NEAT/MHEA Setup, maintenance and data entry, Mechanical Systems Inspection for Auditors, Venting & Combustion Air, Combustion Appliance Zone Pressure Diagnostics, Air Sealing, Dense Pack Insulation, Mobile Home Weatherization and Crew Leader.
  • Must have a valid Driver’s License, reliable transportation, and a good driving record.
  • Ability to use computer applications necessary for this position including empowOR and WA 10. Must be proficient in Excel, Word, and Outlook.
  • Strong interpersonal and professional skills including but not limited to professional appearance, communication (orally and in written form), listening, presenting information, time management, punctuality, and dependability.

· Preference for those who already have the required certifications, otherwise must be able to obtain them within 180 days of hire.

TERMS OF EMPLOYMENT: Regular full-time (40 hours per week) at MCOP Central Office, 1140 S. Telegraph Rd., Monroe, MI 48161 along with regular travel throughout Monroe, Jackson, Lenawee and Hillsdale counties.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed onsite at clients’ homes and in MCOP office. The employee is frequently required to stand, sit, reach, balance, climb, bend, lift, stoop, kneel, crouch, crawl, push and walk. Work exposed to a variety of weather conditions and outdoor elements, as well as enclosed spaces (e.g., attics, crawlspaces, etc.). Must be able to routinely lift approximately 50 lbs.

Pay: $21.63 - $26.44 per hour
