JOB SUMMARY
The primary function of this position is to fulfill the duties of Director in his/her absence on a day-to-day basis and to include the role of Deputy Incident Commander/Incident Commander in the event of a declared Local State of Emergency. This position supervises the day-to-day activities of the staff, determines strategy and goals and objectives related to projects deemed a priority by the Director, facilitates and oversees their implementation.
ESSENTIAL JOB FUNCTIONS
- Serves as director in their absence or as assigned.
- Assists Director with County's Response to a Disaster.
- Assists Director with department operations, oversight of purchasing contract negotiations, monitoring, report management, staff supervision, preparation and management of operational budget.
- Under State Ste. 252 and in absence of the director may appoint, employ, or remove provided, public safety (fire, law rescue) personnel and emergency workers, establish the EOC, request mutual aid, declare a State of Local Emergency, expends funds for emergency purposes, takes protective actions to ensure community safety.
- Assists Director with coordination and participation in of Regional and Homeland Security Initiatives.
- Develops and updates emergency plans for preparedness, response, recovery, mitigation.
- Ensures EOC is properly equipped and operationally staffed, functional for disaster.
- Develops operating procedures for the EOC. Coordinated and communicate with County, municipalities, region, and state.
- Interacts with the Florida Division of Emergency Management and other local, state, and federal agencies regarding emergency management, radiological management, grants, mitigation, training, procedures, and resource assistance.
- Interfaces with media as directed.
- Assists with the coordination of nuclear response planning activities for incidents involving the County and Turkey Point Nuclear Power Plant.
- Represents the county and Office of Emergency Management at conferences, local and regional meetings. Provides technical expertise to other departments, divisions, municipalities, and governments.
- Performs other related job duties as assigned.
- In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree with a major in Emergency Management, Public Administration, Business Administration, Management or related acceptable field. An acceptable combination of education and/or experience may be substituted for education.
Special Qualifications:
Florida Professional Emergency Manager Certification (FPEM) or the ability to acquire within 3 years of employment date.
Knowledge, Skills and Abilities:
- Ability to determine strategy as well as long range goals for the organization.
- Ability to design processes, allocate resources, and report to elected officials or the public.
- Ability to develop policies, long range plans, and allocate funds.
- Ability to make decisions that involve multiple priorities, limited resources, and internal and external challenges.
- Ability to perform work that involves high level issues, processes, or organizational needs.
- Ability to interact with senior managers, citizens, and elected officials on a regular basis.
- Ability to ensure that principles and objectives are implemented.
PHYSICAL DEMANDS
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:
- Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
