What are the responsibilities and job description for the MANAGER OF ENTERPRISE DATA SERVICES position at Monroe County Community College?

The Manager of Enterprise Data Services oversees the College’s computing software and support for the enterprise-wide applications.   The Manager of Enterprise Data Services directs and coordinates enterprise data services designed to support database management systems within the areas of administrative hardware systems support, systems problem reporting/resolution, user training, vendor evaluation, and applying systems to resolve problems.  Responsibilities include consulting for the purchase and configuration of software, project management during software installations and upgrades, and software licensing and distribution, and planning for technology-related infrastructure to support both academic and administrative needs. The Manager of Enterprise Data Services supervises the departmental staff, develops goals and objectives supporting ongoing and enhanced capabilities, and assists in the formulation of strategic planning for both short- and long-term activities.1. Assures the availability of an effective and comprehensive computing infrastructure; plans and coordinates with all College departments to identify and meet administrative and academic computing needs; investigates technology solutions to assist the College in accomplishing its mission, goals, and objectives.

2. Develops and implements standards and procedures to ensure proper and efficient use and administration of associated Enterprise Resource Planning system (ERP).

3. Adheres to best practices, policy, and industry standards to support the College's course management system.

4. With the input from appropriate resources, ensures fiscal responsibility and accountability through coordination and preparation of the annual departmental budget, authorizing the expenditure of funds, and maintaining overall budget control.  Reviews billings related to Student information and Enterprise Systems for accuracy and approving payment. 

5. Provides second-level problem determination and support for administrative systems.  Supports other departments and individuals with issues, questions, and support of all delivered services, promotes open channels of communication with all constituents, and advises deans, department heads, and senior administrators about data processing issues and concerns.

6. Consults and collaborates with user departments to assess new service opportunities and/or review requests for short-term data requirements.  Recommends the selection and/or modification software, such as design changes and upgrades, associated equipment enhancements, and maintenance agreements.  Communicates with customer/clients regarding departmental activities, progress towards project completion, upcoming system features, issue awareness and related concerns.

7. Assures compliance with federal, state, and city laws, rules, regulations, guidelines, policies, and procedures, oversees the development of technical Request for Proposal specifications, recommends the selection of vendors, participates in contract negotiations for computing systems and services, seeks and implements methods for continuous quality improvement in service delivery, oversees the provision of training, support, and guidance to departments and end-users, and monitors the security, access, operations, maintenance, and repair of all data processing systems.

8. Develops proposals, presentations, plans, and timelines for complex projects and manages priorities, equipment, and staff resources to ensure completion of projects within budgets and timelines.

9. Ensures maximum utilization and efficiency of resources by employing effective monitoring procedures and system tuning for enhanced performance.  Works with staff to review impact and installation of software updates.

10. Maximizes the integrity of all systems that are the responsibility of the Data Processing Services department by performing off-hours system hardware/software/database maintenance and administration.

11. Ensures operational integrity and continuity of the services delivered by providing leadership in the development of objectives for the department in order to support academic and administrative systems through reliability, responsiveness, documentation, and use of current software.

12. Remains current with upcoming software requirements and emerging issues.  Leads the evaluation of major software products for acquisition and integration into the College’s enterprise architecture.  

13. Provides leadership and develops a competent, productive, and effective departmental staff, directly and through delegation, by hiring, training, and supervising all employees of the Data Processing Services department and coordinates and encourages ongoing professional development of all departmental employees.  Develops requirements definitions for staff work assignments, meeting with staff to discuss and schedule work assignments.

14. Ensures the Data Processing Services department supports the information services needs of the College by preparing long- and short-range goals and objectives and evaluating the department’s performance and progress toward accomplishment of goals and objectives.

15. Contributes to the development of policies and procedures on a broad range of College issues by serving on appropriate committees.

16. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

17. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development training, and attending training and/or courses.

18. Contributes to the overall success of Information Services department by participating in the establishment of goals and standards conducive to the successful development of ongoing and enhanced capabilities, assisting in the formulation of strategic planning for both short- and long-term activities, and performing all others duties as assigned by the Chief Information Officer.


Education and Experience                                                       
Bachelor's degree in computer Information systems, business administration, or related field; minimum of five (5) years of experience managing data processing function; exposure to and proven ability with comprehensive database system and all related applications; minimum of three (3) years supervisory experience OR equivalent combination of education and experience.Monroe County Community College welcomes and embraces individuals’ unique perspectives, diverse identities, and cultures.
