Summary Description


This position is a senior-level management position reporting directly to the Clerk of Court and, in the absence of the Clerk, assumes the functions and responsibilities of the Clerk's court operations. The Chief Clerk shares with the Clerk the responsibility for the supervision and management of daily court operations, including public service, case management, courtroom services, statistical reporting, records maintenance, human resources for court operations, and training. Working closely with the Clerk and the court management team, the Chief Clerk assists in the development, implementation, and refinement of court-related policies and procedures, and programs to enhance productivity and efficiency of court operations.

Tasks

  • Serves a leadership role for the Clerk's court management team and leads the team to meet current and future organizational needs by formulating, recommending, implementing, and evaluating organizational structure, reporting relationships, functional assignments, and court-related policies and procedures.
  • Coaches, develops, and fosters teamwork among court operational personnel.
  • Develops training programs for deputy clerks to ensure their thorough understanding of court-related operational policies and procedures.
  • Works with the Clerk to maintain a daily management presence to ensure smooth ongoing court operations.
  • Consults with and makes recommendations to the Clerk regarding changes and updates to court operational policies and procedures; interprets and applies the appropriate statutes, rules, and court operating procedures, including following best practices recommended by the Florida Association of Clerk of Circuit Courts & Comptrollers (FCCC).
  • Works with the Clerk's Finance Department to develop the Clerk's court-related annual budgets to ensure sufficient resources for the Clerk's court operations.
  • Acts on behalf of the Clerk when input is needed by the Florida Clerk of Courts Operations Corporation (CCOC) or the FCCC.

  • Stays current with inquiries made by or actions taken by the CCOC, FCCC, or the Florida Legislature as it relates to the Clerk of Circuit Courts.

  • Other duties as assigned.

Knowledge and Abilities Required

  • Maintain effective working relationships with the public, other county departments, and employees/co-workers.
  • Possess supervisory and management experience
  • Knowledge of Florida Statutes and Florida Administrative Code, and Monroe County ordinances
  • Ability to train and coach staff
  • Strong customer service skills
  • Strong verbal and written communication skills
  • Ability to prioritize work and meet time deadlines
  • Ability to effectively manage organizational change and motivate employees.

Education and Experience Required

  • Education equivalent to graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Political Science, Public Administration, or Law.
  • A minimum of 6 years of progressively responsible managerial experience, preferably in government or public administration, through which they gained a thorough understanding of organizational management and clerk of court operations or the equivalent.
  • At least 3 years of experience in a progressively responsible administrative, supervisory, managerial, or professional work preferably in a court environment.

License and/or Certificates Required

  • Valid Florida Drivers' License

Discretion

Senior level manager in for the Clerk responsible for the proper administration of the Clerk's court operations.

Contacts

The Chief Deputy Clerk works closely and on a routine basis with all the Clerk's court staff as well as the County's judiciary and court administration. The Chief Deputy Clerk maintains on-going relationships with works with County, State, and Federal officials, FCCC, CCOC, and the general public.

Supervisory Authority

Provide day-to-day leadership and guidance to the court management team.
