Job Summary
Under general direction, is responsible for collecting appropriate blood specimens from inpatients, outpatients, and off-campus patients in a timely manner. In addition, supports the laboratory staff by receiving and directing all telephone andmail communications to appropriate departments or personnel. Receives and distributes specimens in accordance withMGH and Laboratory policies and procedures as well as CAP and federal/state regulations. Maintains establishedprocesses for record retention and retrieval and distribution of test results. Registers patients following established policies.
Responsibilities
Responsible for Operations of Assigned Units
Provides pre and post analytical expertise for the department through supervision. Investigatesproblems or concerns and takes corrective action when necessary. Monitors department PPID usage. Ensures that devices are in working order. Acts as resourceperson for troubleshooting problems. Minimizes downtime. Provides assistance as needed in department. Keeps current in department policies Maintains department inventory of reagents and supplies. Initiates purchase orders for approval andcoordinates usage of supplies. Oversees and manages all section functions, including flow of communications and correspondence;addressing open issues and ensuring smooth operations of reporting processes; coordinating all projects andactivities; and managing the section resources in the most efficient, cost- effective manner. Coordinates with senior management to develop action plans and short-term goals and objectives.
Supervision
Reviews work and provides feedback. Prepares and conducts annual performance evaluations and completes on time. Participates in staff recruitment; makes hiring decisions. Maintains department Policy and Procedure manual according to regulatory standards and guidelines. Reviews and revises policy and procedure manual annually and/or as needed. Writes new pre orpost analytical policies and procedures as needed. Contributes to General Lab policy and procedure manual. Participates effectively in administrative call for calloffs, general problems, etc. Oversees the orientation, supervision, and training of lab assistants. Always follows internal Human Resources policies and procedures. Communicates policies anddepartmental objectives to staff effectively. May initiate and recommend salary changes, promotions, transfers, discipline, termination, vacationschedules, leaves of absence, performance appraisals and other personnel action in coordination with HRand in accordance with established hospital policy. Always gives clear instructions. Delegates effectively to others; delegates authority appropriately.
Management of Budget and Inventory
Manages department(s) within set budget(s). Ensures adequate inventory of phlebotomy and general laboratory supplies so that daily operationsis not interrupted. Prepares department operational budget within designated time frame and provides fiscalmanagement within the approved guidelines.
Performs Other Duties as Required
Performs other duties as required. Maintains required job knowledge (e.g. licensure and credentials, continuing education etc.). Effectively manages training and orientation of new laboratory assistant and courier staff.
Completes all required competency assessments on time. Attends mandatory in-services, staff meetings, and actively participates in self-education.
Knowledge, Skills & Abilities
Light Work: Frequent lifting and/or carrying of objects weighing up to10 lbs with a maximum lifting of 25 lbs.
On-the-job training.
