Overview
Mokwheel Bikes Inc. is growing fast—and we’re looking for someone to join our dynamic organization as a Human Resources Manager and lead our strategic HR initiatives to foster a thriving, engaged, and compliant workforce. In this pivotal role, you will oversee all aspects of human capital management, ensuring that our HR practices align with organizational goals and legal standards. You will own the full employee lifecycle : recruiting, onboarding, compensation, compliance, and employee relations and serve as the bridge between our U.S. and China-based teams. This is a high-autonomy role for someone who can both set up systems and execute them personally.
Key Responsibilities
- Own full-cycle recruiting: sourcing, screening, structured interviews, and offers.
- Manage U.S. employment compliance across all states where we operate, with a focus on California (FEHA, wage & hour, pay transparency, mandatory leave/sick pay).
- Administer payroll, benefits, workers' comp, and HRIS; ensure accurate W-2 processing and correct worker classification (W-2 vs. 1099 / exempt vs. non-exempt).
- Design and maintain compensation structures and KPI / performance frameworks, including sales commission and incentive plans.
- Build and run the company's training & development system: onboarding programs, role-based training, and ongoing employee development.
- Maintain employee handbook, HR policies, and required documentation (I-9, W-4, offer letters, etc.).
- Serve as the primary HR communication channel between U.S.-based and China-based colleagues.
- Advise the founder on people decisions, organizational planning, and risk.
Required Qualifications
- 8 years of progressive HR experience, including at least 3 years as an HR generalist/manager owning multiple HR functions.
- Full professional fluency in both English and Mandarin Chinese — required for daily communication with both U.S. and China-based colleagues.
- Strong working knowledge of U.S. employment law and regulations, with hands-on California compliance experience.
- Demonstrated experience in compensation design and KPI / performance management.
- Proven experience building training / learning & development (L&D) programs from the ground up.
- Experience supporting a sales-driven organization, including sales compensation or commission plans.
- Bachelor's degree in Human Resources, Business, or a related field.
- Proficiency with payroll/HRIS platforms (e.g., Gusto, Rippling, ADP, or similar).
Preferred Qualifications
- Education or significant work experience within the U.S. employment system.
- Experience working across both Chinese and U.S. corporate / cross-cultural business environments.
- Experience at an early-stage startup or small company, comfortable being the sole HR person.
- Multi-state HR compliance experience (state tax registration, foreign qualification, state-specific benefits).
- HR certification (SHRM-CP / SHRM-SCP, PHR / SPHR).
- Experience with worker classification, employee handbook creation, and HR policy build-out from scratch.
