Essential Duties and Responsibilities:

Responsible for overseeing the fuel department including all aspects of receiving, transferring of fuel delivery management. All day-to-day functions including, but not limited to supervision, safety, coordination with customers and reporting activities, appropriate inspections, maintenance/repairs, coordination of agency and regulatory compliance, spill response readiness and implementation, product testing and inventory control.

· Operate the fuels division in a safe and accurate manner

· Provide training to staff on all matters of safe operations

· Monitor environmental condition of the airport

· Ensure the fuels division operates per the District policies

· Monitor, inspect, test and recommend changes on fueling operations

· Maintain compliance with FAA, Federal, State, Local and AvFuel safety policies and procedures

· Review all fueling permits on a monthly basis to ensure accurate and safe fueling and de-fueling operations

· Assists the Director of Operations on all matters of operations

· Develop and maintain a functional fuels program by prioritizing tasks and directing subordinates through a task/work order program

· Assist with heavy equipment and any duties as assigned during emergency operations

· Supervise all fueling personnel

· Track training for all fueling personnel for different aircraft

· Provide training for a variety of aircraft

· Prepare documents for Government contract audits and inspections

· Complete Kern County fuel reports as requested

· Process monthly inventory on fuel

· Receive loads of fuel and organize ordering of 2 types of fuels or other types as required

· Aircraft safety training, fuel quality control –ensure clean dry and on-spec fuel

· Maintain positive customer relations

· Confirms hot fuel arrivals on day of event – communicate with military on any discrepancies on schedule

· Prepare and complete airline audits

· Prepare the fuel invoices for finance

· Monitor fuel prices and recommend changes to Director of Administration

· Supports the implementation and day-to-day execution of the Spill Prevention, Control, and Countermeasure (SPCC) Plan and Storm Water Pollution Prevention Plan (SWPPP). Performs required inspections, documentation, and operational compliance activities associated with fueling operations, storage systems, and stormwater management.

· Serves as the Alternate Spill Team Leader, assuming spill response leadership responsibilities in the absence of the Primary Spill Team Leader, including coordination of containment, notification, documentation, and corrective actions in accordance with the SPCC Plan.

· Provides regular reporting on SPCC and SWPPP inspections, compliance status, and identified deficiencies to the Director of Facilities. Coordinates with the Director of Facilities to ensure corrective actions are implemented and documented.

Education and/or Work Experience Requirements:

· Must be proficient with computer software to include Microsoft Word, Microsoft Excel, Microsoft Outlook, and 10-key calculator.

· Must pass background check, pre-employment drug test has valid Driver’s License with a good driving record within insurance requirements.

· Experience in fuel delivery, bulk storage or similar activity preferred.

· General knowledge of business management and accounting

· Preferred four years’ experience and/or training in aviation or other related field, or equivalent combination of education and experience and/ or training.

Physical Requirements:

· Strenuous lifting and pulling fuel hoses (75-80lbs) climbing and standing on step ladders while connecting fuel hoses overhead. Bending and stooping to manipulate hoses.

· Must be willing to work outside in all types of weather and elevated noise levels within the airport environment.

· Irregular hours may be required

Pay: $70,000.00 - $80,000.00 per year
