Salary = $60,405.80
Basic Function: Responsible for ensuring the Family Services, Family Engagement and Governance Functional areas meet or exceed Head Start Performance Standards according to Child Development philosophy, Parent Family Community Engagement (PFCE) Framework with the ultimate goal of supporting School Readiness. Responsible for the conduct and administration of the MVCAA, Child Development Centers according to the policies prescribed by the U.S. Department of Health and Human Services/Administration for Children and Families, Federal and New York State Child Care Regulations, the Board of Directors and Policy Council.
Responsibilities include but are not limited to: Supports Child Development Executive Team in planning and implementation of integrated services for children and families. Monitors program monitoring systems, utilizes outcomes data in self-assessment, monitoring and planning assessments and family outcomes data. Identifies systems strengths and determines areas in program that could be potential risks. Responsible for the oversight of the Child Development Family Services Component. Incorporate a Trauma Informed Care approach to program delivery. Personnel Administration which includes supervising and evaluating Family Services, PFCE, hiring and firing within Personnel Policy Guidelines. Responsible for annual review of and update of Integrated Service Plans (Family Services and Governance). Serves on Agency and Community Boards as appropriate. Assist with the development and administration of grant applications and funding requests based on program needs. Assists with the development of program Training Plan which includes the PFCE Framework. Responsible for Policy Council Training Plan. Developing an atmosphere of support for the Head Start/Early Head Start/Child Development programs in the community through initiation and coordination of relationships with other community organizations and Local Education Agencies (LEA’s). Monitoring Memorandums of Understanding (MOU’S) for the program. Assists with reporting to Policy Council and the Board of Directors as required. Ensures that necessary planning is accomplished to achieve current and future goals and objectives. Oversees program ongoing monitoring systems, utilizes data from self-assessment, program information report, program enrollment data and service area reports to assist in program planning. Assists in identifying system strengths and determining areas in program that could be potential risks. Establish positive, professional relationships with families and children focusing on a relationship of trust and rapport. Maintain accurate records. Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement. Responsible for building and maintaining positive working relationships with team members, internal customers and external vendors. Understands and supports program School Readiness goals and objectives. Adheres to agency personnel policies and procedures. Demonstrate commitment to mission, values and policies in the performance of daily duties. Understands and supports MVCAA, Inc. Supervision of Children policy. Performs other duties as assigned to ensure the successful execution of the program.
Qualifications: Bachelor’s degree in related field required. Management and supervisory experience. Knowledge in the field of social work and child development. Knowledge of New York State and Federal Regulations/Performance Standards. Familiar with Head Start/ Early Head Start Programs/Child Development Program. Demonstrated knowledge of community resources available for families who have low income. Ability to make presentations to groups, agencies, and potential funding sources. Good verbal and written communication skills. Background check, fingerprint clearance, annual physical and TB. Able to work with a wide variety of people. Able to travel to all program sites, training, etc. as necessary and requested.
