The Recorder's Office serves all residents of Mohave County for recording, voter registration, and early ballot functions.

We are currently recruiting for a Chief Deputy Recorder.

About The Position

Compensation: $32.73 - $35.76

Working hours Monday - Friday 8:00 a.m. - 5:00 p.m.

Work location is 700 W. Beale Street in Kingman, AZ.

Occasional travel to satellite offices across Mohave County.

Requires interactions with the public including public speaking.

  • Responsible for planning, directing, implementing, and achieving department strategic goals and objectives related to the department’s mission of maintaining a perpetual, comprehensive set of public records consisting of all documents appropriately presented for recording for the public so that any member of the public can readily access the information to conduct their personal and business activities with the assurance that, where appropriate, privacy will be protected and that their transactions are executed in accordance with the law.
  • Oversees all related programs and services; planning and directing the implementation of County-wide policies and programs.
  • Acts on behalf of the Recorder in the absence of the Elected Official.
  • In the Recorder’s absence; representing the Recorder in high-level County meetings, meetings with the public, legal proceedings, meetings with employees, legislators, and the media.
  • Plans and allocates resources to meet statutory mandates to best achieve optimal functionality and efficiency; analyzing the impact of existing and proposed legislation and providing recommendations.
  • Analyzes and directs complex studies and projects to achieve increased efficiency; leading and directing projects related to organizational changes, system integration, and process changes; working with the Board of Supervisors, County Manager, and other County management;
  • Manages subordinates and/or supervisory staff.
  • Oversees all department personnel actions and issues; working closely with local jurisdictions, the legislature, and community organizations.
  • Assists in the preparation and maintenance of the department’s budget.
  • Reviews, updates and implements changes to procedures, processes, tables, computer software and other systems.
  • Coordinate with Assessor’s Office, Financial Services, and Information Technology departments regarding systems and procedures.
  • Bachelor’s degree in Public Administration, Business Administration or related field.
  • Minimum of 5 years of related professional experience including 2 years of supervisory and/or management experience. Master’s degree in Public Administration is preferred.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT

  • Must be able to receive the Arizona Secretary of State Elections Officer Certification within 24 months of hire.
  • Must be able to complete a handwriting analysis class within 24 months of hire (if not previously completed).
  • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.

Knowledge Of

  • Principles and practices of public administration.
  • Office management practices and procedures.
  • Voter Registration or Elections procedures and policies.

Specialized Knowledge Of

  • Principles of computer operations and related peripheral equipment.
  • Effective implementation of administrative and supervisory techniques.
  • County government operations, organization procedures and policies.
  • Principles and practices of leadership, training and supervision.
  • Knowledge of state tax laws (preferably Arizona, but not limited to).

Skill In

  • Operation of general office equipment such as computers and calculators.

Ability To

  • Coordinate, supervise and direct the various activities of the areas assigned.
  • Set priorities, assign, schedule, train, supervise, audit and evaluate work activities and to persuade and communicate with assigned subordinates effectively.
  • Identify and resolve operational and procedural problems and implement corrective actions.
  • Understand, interpret and apply pertinent federal, state and local rules, regulations, procedures and policies.
  • Work independently.
  • Develop appropriate, effective and efficient methods of completing assignments and maintain accurate, up-to-date records and documentation.
  • Follow complex oral and written instructions and communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Summarize notes and prepare reports and date for informational or study purposes.
  • Make decisions in accordance with established policies and regulations.
  • Supervise, work with and communicate effectively with subordinates as assigned.
  • Communicate clearly and concisely, both orally and in writing.
  • Must be able to perform the physical functions of this classification with or without a reasonable accommodation.
