Position Overview

Moffitt Services is seeking a Director of Environmental, Health, and Safety who will lead the company's comprehensive EHS program. This hands-on leadership role combines strategic direction with active field presence to drive safety culture, ensure regulatory compliance, minimize risks, and foster continuous improvement across operations, fleets, terminals, and facilities.

Essential Duties And Responsibilities

  • Lead and manage the Environmental, Health, and Safety department, including building, organizing, and developing a high-performing team; define roles, responsibilities, and performance expectations.
  • Serve as a proactive self-starter who identifies opportunities, pushes forward EHS initiatives, and drives implementation of programs to achieve zero-incident goals, regulatory excellence, and operational efficiency.
  • Develop, implement, and continuously improve company-wide EHS policies, programs, and procedures aligned with federal (OSHA, EPA, DOT, USCG), state (TCEQ), and local regulations, particularly for hazardous materials transportation, fuel storage, emissions, spill prevention, and waste management.
  • Conduct and oversee regular site inspections, facility audits, vehicle inspections, environmental compliance checks, and safety assessments at terminals, field locations, and fleet operations.
  • Provide hands-on training, coaching, and leadership to drivers, terminal staff, operations teams, and leadership on EHS procedures, regulatory compliance, hazard recognition, safe handling of fuels/lubricants/hazmat, and emergency response.
  • Lead incident investigations, root cause analyses, corrective/preventive actions, and follow-up to prevent recurrence; manage reporting and documentation for internal and regulatory purposes.
  • Track and analyze EHS metrics, inspection results, audit findings, training completion, incident trends, and environmental performance to drive accountability, reporting, and strategic decision-making.
  • Ensure daily operational compliance with DOT regulations for hazardous materials transportation, OSHA standards for workplace safety, TCEQ requirements (e.g., petroleum storage tanks, air permitting, spill prevention/control, emissions from fuel handling), and other applicable environmental/health/safety rules.
  • Develop and maintain emergency response plans, spill prevention/countermeasure plans (SPCC), and preparedness programs; coordinate drills and response activities.
  • Manage environmental programs including hazardous waste handling, storage tank compliance, air/water permitting, emissions monitoring, and sustainability initiatives to reduce environmental impact.
  • Assist with insurance claims, regulatory audits/inspections, and interactions with legal teams by providing thorough documentation and support.
  • Foster a strong, visible culture of safety, environmental stewardship, and health awareness through daily engagement, leadership presence in the field, monthly safety meetings, toolbox talks, and cross-functional collaboration.
  • Identify and champion EHS improvement initiatives, including process enhancements, risk reduction strategies, and best practices adoption to support company growth and compliance.

Qualifications

  • Proven experience in environmental, health, and safety leadership, particularly in fleet operations, hazmat transportation, fuel/petroleum distribution, or related industries.
  • Strong working knowledge of DOT regulations for hazardous materials transportation (required), OSHA standards, and TCEQ environmental regulations (preferred, including experience with petroleum storage tanks, air permits, spill prevention, and fuel-related compliance in Texas).
  • Demonstrated ability to lead and develop teams, manage groups of people, push initiatives forward, and drive cultural/operational change.
  • Self-starter with a proactive, "boots on the ground" management style; comfortable with field work, independent decision-making, and hands-on execution.
  • Experience conducting field inspections, incident reviews, root cause analysis, training delivery, and regulatory interactions.
  • Strong communication, documentation, and organizational skills for managing training, inspections, audits, incidents, and compliance records.
  • Background working with insurance providers, legal teams, and regulatory agencies on claims, audits, and compliance matters.
  • Experience managing EHS for fleets and operations of various sizes.

Preferred Qualifications

  • Certified Director of Safety (CDS) or equivalent certification preferred.
  • Formal education (Bachelor’s degree preferred) in Occupational Safety, Environmental Science, Industrial Hygiene, Engineering, or a related field.
  • Additional certifications such as CSP, ASP, CHMM, or TCEQ-related credentials are a plus.

Relocation This position is not eligible for relocation.

Travel Requirements Monthly travel (3-5 days) is required to provide EHS support, conduct inspections, lead training, and engage with regional locations and field teams.

Work Schedule/Benefits This position is on-site Monday through Friday. Moffitt Services offers competitive insurance rates through medical, dental, and vision plans; and a 401(k) match program.
