Position Details: Full-time hourly, 40 hrs/week, grant-funded position with benefits

Pay Range: $26 - $29/hour or equivalent salary ($54,000-60,000) based on experience

Anticipated Start: June 8, 2026

Location: Los Angeles, CA


Schedule and Travel: Schedule will be variable and flexible and will include a combination of remote, office, and in-field operational support. Candidates should be able to travel within the region and comfortable with coordinating weekend or weeknight shifts as the team grows.

Mobility Development Operations (MDO) supports the launch and growth of community-controlled mobility programs. Our work is centered on the development, deployment, and operation of electric shared mobility networks across the country. Our team collaborates with cities, transit agencies, non-profits, and technology firms, and has helped raise over $100 million in public and private commitments to programs focused on disadvantaged communities. MDO is committed to promoting zero-emission vehicles and affordable access to transportation.


Position Description


The Assistant Program Manager will produce tangible, positive impacts in disadvantaged communities in Southern California through the implementation of shared mobility programs, with a focus on the growth in the City of Los Angeles. This position will work closely with the Los Angeles Program Director and California Program Manager initially focusing on MDO programs in LA, and jumping into operational responsibilities and coaching junior team members as needed.


 









Responsibilities: 


Assist Management of Los Angeles Programs (40%)

  • Work directly with clients (Housing Authority of the City of Los Angeles (HACLA) and People for Mobility Justice (PMJ) on day-to-day needs, project management, and administrative support.
  • Provide consistent review and delivery of program operations and development, including oversight of junior staff  Coordinate outreach events, workshops, and promotions for LADOT’s Universal Basic Mobility program (UBM), HACLA’s MYEVLA carshare program, and PMJ’s South Central Ride program
  • Facilitate community input to improve program design, access, and operation
  • Provide technical support to the City of LA and other shared mobility partners 
  • Provide assistance with LADOT’s Universal Basic Mobility (UBM) Final Report, Sustainability Plan, data collection and analysis


Program Operations & Field Support (40%)

  • Plan and coordinate daily operations to ensure smooth service delivery, including:
  • Vehicle charging, and rebalancing
  • New station setup and/or relocations
  • Vehicle preparation, staging, and delivery
  • Track vehicle usage patterns and vehicle status through software tools
  • Resolve minor vehicle technology or access issues
  • Assist with EV fleet management, maintenance, and real-time response
  • Assist with program growth and expansion in LA and surrounding areas


Project Management and Planning (20%)

  • Assist Senior staff with planning/research activities as needed for LA based programs and surrounding Southern California programming
  • Guide collaborations between Community-based Organizations, the City of LA, and other community partners to grow the reach of shared mobility programs


Required Qualifications:

  • An understanding of and commitment to diversity, transportation equity, inclusion, and environmental justice
  • Native or near-native fluency in English and Spanish. Ability to translate and interpret quickly and accurately
  • Excellent oral and written communication skills
  • Strong listening and communication skills
  • Minimum 2 years of experience in outreach, community education and/or community organizing
  • Familiarity with the history and cultures of immigrant communities and communities of

color in South Los Angeles

  • Experience in the management of administrative responsibilities, including but not limited to drafting invoices, coordinating agreements, and developing and maintaining budgets
  • Ability to plan and prioritize work, manage and use time efficiently
  • Proficiency with computers, including familiarity with online meetings, email, social media, and Google Workspace
  • Possession of a valid Driver’s License with a driving history of at least two (2) consecutive years, comfortable driving daily as needed in Southern California. 


Preferred Qualifications:

  • Associate’s or Bachelor’s degree in marketing, urban planning, social work, community

relations or related field

  • Familiarity with municipal government in Los Angeles, including decision-making

processes, key local actors and institutions

  • Knowledge of community organizing, outreach and LA’s political system including Neighborhood Council structure
  • Familiarity with Community Based Organizations in South Los Angeles
  • Prior experience in fleet operations
  • Willingness to do early morning travel for field operations is preferred

Salary : $54,000 - $60,000
