Position Summary
For assigned White Earth Builders construction projects on and off the White Earth Reservation, this position is responsible to plan, direct, and coordinate activities to ensure that project goals and objectives are completed on-time and on-budget. This position performs the following duties: Analyze and coordinate the project schedule with contractors and subcontractors, project timeline, allocated procurement tasks, staffing requests, and project budget including labor, materials, equipment, and fees. Provide project guidance to the client, engineers, architects, contractors, and subcontractors. Participate in the review conceptual development with architects and engineers for construction projects providing guidance for the organization, scheduling, budgeting, and implementation. Under the direction of the Senior Project Manager performs the following: Serve as a project point of contact to the client to provide planning, guidance, and coordination of activities relating to the construction of structures, facilities, and systems.
Essential Functions
The essential functions for this position include but are not limited to the following.
- Review project proposals and determines timeframe, funding limitations, procedures for accomplishing the project, safety requirements, staffing requests, and allotment of contractor and subcontractor resources to various phases of project.
- Directs and coordinates activities of project contractors and subcontractors to ensure project processes on schedule and within prescribed budget.
- Reviews status reports prepared by contractors, subcontractors, and White Earth Builders Project Superintendents and then modify schedules or plans as required to the agreed upon project plan, goals, objectives and White Earth Builders project management guidelines.
- Prepares project reports for management, client, or others.
- Confers with project personnel to provide technical advice and to resolve problems.
- Coordinates project activities with activities of government regulatory or other governmental agencies.
- Evaluates specifications to plan procedures, starting and completion times, and staff requirements for each phase of construction.
- Oversees contractor and subcontractor labor representatives to resolve complaints and grievances within the work force. Makes requests of the Senior Project Manager for direction and guidance including resolutions with White Earth Project Superintendents.
- Manages contractors, subcontractors, engineering personnel, inspectors, and suppliers to resolve construction problems and improve construction methods. Makes requests of the Senior Project Manager for direction and guidance including resolutions with White Earth Project Superintendents.
- Orders procurement of tools, equipment, and materials to be delivered at specified times to conform to work schedules to the agreed upon project plan, goals, and objectives.
- Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
- Prepares or reviews reports on progress, materials used and costs and adjusts contractor and subcontractor work schedules as indicated by reports.
- Conducts construction activities within federal, state, and local environmental rules and regulations.
- Creates individual bid packages.
- Provides estimates for owners supplied material.
- Solicits for bids on projects.
- Set time and dates for bids and preconstruction meetings.
- Determine successful bidders.
- Monitor contract obligations such as bonds, insurance, and schedule of values.
- Process and distribute shop drawings.
- Record project changes.
- Process requires for information (RFIs) and distribute to responsible contractors.
- Evaluate RFPs to determine fair pricing.
- Redline construction as-built drawings for architects and engineers.
- Maintain project to keep on schedule and within budget.
- Schedule and conduct construction meetings.
- Initiate inspections to create punch lists.
- Ensure punch lists are completed.
- Create and distribute operation and maintenance manuals.
- Collect all the warranties required.
- Record and maintain project hours log.
- All other duties as assigned by supervisor.
- Under the direction of the Senior Project Manager:
- Assemble organizational members (supervisory, clerical, engineering, cost control, assistants and other workers) at start of project.
- Establish work plans and identify staffing coverage for each phase of project.
- Confers with Project Superintendents to outline work plans to assign duties, responsibilities, and scope of authority.
- Provides guidance and direction to supervisory personnel engaged in planning and executing work procedures, interpreting specifications, and coordinating various phases of construction to prevent delays.
- Acts as a public spokesperson when interfacing with concerned public and regulatory officials.
- Issues contracts.
- Process and validate pay estimates.
- Process and authenticate change orders.
- Evaluate project changes and issue requires for proposals (RFPs) and distribute to responsible contractors.
- Issue all necessary contractual close out documents.
Supervisory Responsibility
- When assigned and directed by the Senior Project Manager, preforms supervisory responsibilities to White Earth Builders Project Superintendents.

Education and Experience
- One year certificate from college or technical school'
- Associates degree or equivalent from two-year college or technical school; or
- Equivalent combination of education and experience, such as apprenticeship experience or PMP certification.
Knowledge and Skills

- Ability to read and interpret documents such as safety rules, operating a maintenance instruction, and procedure manuals. Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of organization.
Mathematical Skills
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percentages to draw and interpret bar graphs.
Reasoning Ability
- Ability to solve practical problems and deal with a variety of concrete variables in situations where limited standardization exists.
- Ability to interpret a variety of instructions furnished in write, oral, diagram, or schedule form.

Certificates, Licenses, Registrations, Requirements
- Must be twenty-one (21) years of age or older.
- Must be able to pass background check and drug screening.

- Construction Management Certificate or PMP Certification or equivalent, preferred.
