Safeguards & Security Specialist II

Job Description

The Safeguards & Security Specialist II will focus on day-to-day assessments/issues management activities for the Security and Emergency Services (SES) management programs, and reports issues, challenges, and actions to the Readiness Assurance Supervisor, as well as the Performance Assurance Manager.

Key Responsibilities

• Participate and support all aspects of planning, coordination, scheduling and conducting assessments and surveillances of Security and Emergency Services (SES) programs.
• Ensure results from reports are entered into the Issues Management System relating to issues, actions, and corrective action plans, and are tracked until closed.
• Provide assistance with development of corrective action plans and apparent cause analyses.
• Facilitate weekly Corrective Action Review Team (CART) meetings to discuss new issues, corrective action plans, closure evidence, and to review status of SES open issues.
• Serve as SES Field Issues Management Coordinator (FIMC) and Representative on the Risk and Issues Board (RIB).
• Communicate with SES senior managers and peers, and with other company organizational units on matters related to SES Assurance Program, as needed.
• Assist with effectiveness reviews on closed findings to evaluate implementation of corrective actions with a focus on those designed to correct the underlying causes of the identified problem to prevent, or greatly reduce, the probability of frequency of recurrence of the same or similar problems.
• Assist with development and submittal of Lessons Learned.
• Perform functions as required during emergency management operations, exercises, and drills.
• Support the Readiness Assurance team with preparing data call items, assessments and surveillances as needed.
• Perform other duties assigned by Management.
  
  

Qualifications

• Bachelor’s degree in a field related to the position or equivalent training and experience plus two years of related progressive experience.
• Able to apply knowledge of principles, concepts and theory related to the position to address issues and to define and resolve problems.
• Able to apply knowledge and experience to resolve problems and accomplish goals where established procedures may not be specific.
• Able to exercise discretion and sound judgment in performing work and contribute recommendations for improving operations/processes.
• Must be highly organized and able to develop specific goals and plans to prioritize, organize, accomplish work, and meet required deadlines.
• Ability to obtain cause analysis qualification is required.
• Must possess excellent interpersonal skills and ability to deal with all type of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
• Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
• Able to use software applications needed in the position, including word processing, spreadsheet, presentation, database, etc. and general office equipment.
• Able to deal with pressure of handling multiple tasks, frequent interruptions, and time constraints.
• The primary work location will be at the Losee Road Facility in North Las Vegas, Nevada.
• Work schedule will be 4/10s Monday through Thursday (subject to change).
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver’s license.
  
  

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $65,249.60 - $97,884.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
