This is a hands-on enterprise tooling role supporting SDLCNext, PEO DHMS's enterprise Atlassian environment for software development lifecycle and IT service management (ITSM) activities. The engineer will work directly with Government users, process owners, platform administrators, engineers, vendors, and program teammates to translate operational needs into scalable platform solutions.
The ideal candidate combines strong Jira/Jira Service Management administration with ITSM knowledge, business/process analysis, and customer-facing technical delivery. This person should be comfortable taking a requirement from initial discovery through workflow design, configuration, testing, deployment, user adoption, and ongoing support.
Key Responsibilities
- Configure and administer Jira, Jira Service Management (JSM), Confluence, and related SDLCNext capabilities.
- Build and maintain projects, workflows, request and work types, fields, screens, schemes, roles, permissions, notifications, automations, dashboards, and other platform configurations.
- Manage user access using role-based access and least-privilege principles.
- Test, validate, and deploy configuration changes across test/sandbox and production environments using disciplined change-management practices.
- Maintain configuration standards and identify opportunities to simplify, consolidate, or eliminate outdated and duplicative configurations.
- Partner with Government and contractor stakeholders to understand business processes, pain points, service needs, and platform requirements.
- Translate requirements into process flows, technical solutions, implementation plans, and platform enhancements.
- Manage enhancements from intake and requirements gathering through configuration, testing, release, adoption, and closure.
- Facilitate technical working sessions and coordinate actions, risks, dependencies, and decisions across multiple workstreams.
- Evaluate proposed capabilities and recommend solutions based on user value, technical feasibility, security, governance, and operational impact.
- Provide Tier 1/2 support for service requests, access issues, workflow/configuration questions, defects, and other SDLCNext user needs.
- Support incident, problem, change, release, and configuration management activities.
- Troubleshoot platform issues, document findings, identify root causes or contributing factors, and coordinate resolution with administrators, engineers, vendors, or Tier 3 support.
- Support platform releases, upgrades, patches, maintenance activities, and new capability rollouts.
- Analyze service and platform data to identify recurring issues and opportunities for improvement.
- Support integrations between SDLCNext and adjacent enterprise tools and services.
- Use Jira Automation, REST APIs, scripting/plugins, or similar tools to automate processes and improve workflow consistency.
- Develop queries, dashboards, reports, and operational metrics for technical and management stakeholders.
- Evaluate Atlassian capabilities, marketplace applications, and other extensions for security, maintainability, and business value.
- Develop and maintain SOPs, job aids, configuration documentation, operating procedures, and knowledge articles.
- Conduct user training, demonstrations, and knowledge-sharing sessions for technical and non-technical audiences.
- Cross-train team members on platform configuration, troubleshooting, and support practices.
- Support platform and contract transitions through documentation and structured knowledge transfer.
Basic Qualifications
- 5 years of relevant experience in enterprise platform administration/engineering, ITSM, business/process analysis, software lifecycle tooling, or technical delivery.
- Hands-on experience administering Jira and/or Jira Service Management in an enterprise environment.
- Experience configuring workflows, fields, screens, schemes, permissions, roles, notifications, automations, dashboards, and user access.
- Experience supporting Confluence and integrating Atlassian products with other enterprise systems.
- Working knowledge of ITSM practices, including incident, problem, service request, change, release, and configuration management.
- Experience gathering requirements, mapping business processes, identifying gaps, and translating needs into technical solutions.
- Experience implementing changes within controlled production environments using structured testing, documentation, access-control, and change-management practices.
- Strong written and verbal communication skills with the ability to work directly with Government, business, and technical stakeholders.
- U.S. citizenship with the ability to obtain and maintain a Common Access Card (CAC) and required access to DHA systems and environments.
Preferred Qualifications

- Current CompTIA Security or equivalent DoD-aligned certification, particularly where required for administrative access.
- Atlassian administration certification or advanced Jira/JSM administration training.
- ITIL certification or demonstrated experience applying ITIL-aligned service-management practices.
- Agile, Scrum, SAFe, PMP/CAPM, or related technical delivery certification.
- Experience migrating or modernizing legacy ALM/ITSM platforms, including IBM Jazz/Engineering Lifecycle Management, into Atlassian environments.
